CONSTITUTION: By applying a high voltage to first and third cylinders 3,6 from power source 7 first silent discharge region 15 is formed between the inner wall of cylinder 3 and the outer wall of cylinder 6. At the same time, second silent discharge region 16 is formed between second and third cylinders 4,6. In non-discharge region 17 with a long end plate at the end of cylinder 6 generation of O3 is reduced, and raw gas introduced 13 is fed into regions 15, 16 and taken out of outflow hole 14 as O3 gas.
