Abstract

PURPOSE: To measure accurately an insulating resistance by using the operating voltage between a non-grounded side wiring and the earth, the current flowing across a grounded side wiring and the earth, and the phase difference between the voltage above and this current.
CONSTITUTION: Operating voltage VO between a non-grounded side wiring (A side wiring) and the earth is measured by voltmeter 10, and current iA flowing across a grounded side wiring (B side wiring) is measured by ammeter 12. Phase difference QA between operating voltage VO and cruuent iA is measured. A side insulating resistance RA to ground and A side electrostatic capacity CA to gorund are obtained by using obtained detection values VO, iA and θA for operation.
