CONSTITUTION:Charging current 12 is flowed to the second capacitor C2 until the potential of noninversion input end (d) of amplifier 10 approaches closely bias potential VS, and the first capacitor C1 is precharged with current 11 in a speed equal to or higher than the charging speed of capacitor C2 by precharge means 14 according to change of the potential of input end (d). In this case, the potential of output end (e) is almost zero as long as the potential of noninversion input end (d) of the amplifier is less than the potential of inversion input end (c). When the potential of input end (d) approaches closely potential VS not to flow current 12, precharging for capacitor C1 is stopped, and the potential of output end (e) rises rapidly toward VS. Thus, capacitor C1 is charged rapidly, so that power response is improved.
