The bit control part 6 controls the number of component bits of a character in the assembling and disassembling part 3 depending upon the status of the flip-flop 5. As for the character from the assembling and disassembling part 2, a start bit and a stop bit are added before and after it, respectively, and it is transmitted to the circuit from the circuit corresponding part 2.
