CONSTITUTION: Water 11 of a stream dammed up by a weir 12 is fed to a water turbine 4 by way of a main water passage 3 and a water passage 1 to drive the water turbine 4, thus running a generator 13. In this case, a flow regulating valve 5 and a release valve 6 are operated reversely each other by a flow regulating unit 14. Flows of the water passage 1 and a bypass passage 2 thus result in the other decreasing correlatively to the one increasing.
