CONSTITUTION:The spongy porous metal body 1, having a long beltlike three dimensional structure, is continuously, filled with a paste active substance, dried, and then filled with the binder liquid 16, e.g., by passing the porous metal body 1 supported by the press roller 15 through the binder liquid 16. Then, the droplets 16' unevenly adhered to the surface of the porous metal body 1 are removed squeezingly by throttling means, e.g., by the supporting guide 17 and the rotary roller 18 provided on the upper side of the guide 17, pressing on the porous metal body 1, in order to unify the amount of the binder liquid 16 adhered. The rotary roller 18, whose surface is made up of an elastic or brushing material, is preferably turned in the opposite direction of the advancing direction (shown by the arrows) of the porous metal body 1.
