PURPOSE:To make it possible to perform communication between an envelope- system terminal and a non-envelope-system terminal, by converting envelope data to non-envelope data and by quantizing the timing of receiving data. CONSTITUTION:Envelope data transmission and receiving circuit 2 to transmit and receive envelope data and non-envelope data transmission and receiving circuit 3 to transmit and receive nonenvelope data are provided in time division switchboard 1, and circuits 2 and 3 are connected by time division multiplex line 4. When receiving envelope data from envelope data line 11, circuit 2 converts this data to nonenvelope data and codes this data and receiving data timing information and transmits them to line 4, and synchronizing bits and status bits are added on the basis of data and timing information from line 4 by indication of the control unit in switchboard 1, and thus, envelope data is assembled and is transmitted to circuit 11. Circuit 3 operates similarly.
