A part of the output of the detector 8 is picked up, and the attenuator driver 12 is driven with the output compared with the reference level 10 at the comparator 11, controlling the ON-OFF attenuator 2. The comparison output of the comparator 11 is also fed to the signal inverter 13, and the inverted output controls the ON-OFF attenuator 7 via the attenuator driver 14. When the detected output of the detector is smaller than the reference level, the attenuator 2 is OFF and the attenuator 7 is ON. When it is greater than the reference level, the condition is converse.
