CONSTITUTION: In the first counter 2, the frequency of crystal oscillator 1 is counted, and the counted output repeats the change from 0 to n-1. Meanwhile, up/down counter 7 has the same counting capacity as the first counter 2; and assuming that the counted value is K, the value of the parallel output of counter 7 agrees with K once for every f0=f1/n, and at this agreement time, one output pulse is generated at output terminal 9 of agreement circuit 8. In this case, the phase of the output pulse is delayed (advanced) if the value of K is increased (reduced). That is, if the value of K is increased or reduced gradually for every output pulse, the frequency of output pulses is changed. Here, frequency fr proportional to the input control voltage is generated by functional conversion circuit 4 and a V/F converter, and up or down-counting is performed on a basis of the polarity of the input control voltage.
