In particular, the present invention relates to an apparatus for optimizing the use of resources for compressing video signals generated by a video camera using the correction knowledge of the video camera. Video surveillance cameras are widely used for building security surveillance purposes. It is common to place one or more video cameras in various locations to monitor. The output of the camera is displayed or recorded at the central office. It is also possible to disperse a large number of cameras at a location remote from the central office. For example, cameras may be installed in stores at various points in a city and monitored from a central office. A remote control camera can be installed at a location away from the center of the airport and monitored from the central office. Such devices require that the information collected by the video camera be sent to a central monitoring station. For this reason, it may be desirable to compress the video data so that it can be transmitted over a relatively narrow bandwidth communication channel. Known video compression devices are equipped with two basic schemes, spatial domain and time domain compression. Spatial domain compression compresses information by transmitting pixels of a particular frame of the video signal using a compression algorithm, thereby reducing the amount of information required to reproduce the frame. In contrast, time domain compression utilizes the fact that information changes with time. Therefore, time domain compression reduces the amount of information needed to reproduce a frame by taking advantage of image changes that occur between frames. These changes are reflected in the generated and transmitted motion vectors instead of the actual contents of the video frame. The description of the realization of the space domain and the time domain compression is described in the MPEG recommendation ISO / IEC1172-2 (herein referred to as the MPEG standard). The MPEG standard is one of several well-known standards for video processing. The conventional MPEG encoder can change the compression ratio of the spatial domain, for example, to adjust the quantization step of the information amount of a specific frame to save memory. Such an encoder also has a function of detecting the motion of an image between frames and adjusting the compression ratio of a spatial region (correction of a motion vector). In a scene monitored by a video camera, movement can also be the result of subject movement (for example, a person traversing the camera's field of view) or movement of the camera (by panning, tilting, zooming, or focusing the camera). is there. As the image moves, movement information must be extracted to generate a motion vector. Conventional devices that transmit information by performing time domain compression (eg, using the MPEG compression scheme) require a relatively large memory space and computation speed. The present invention relates to the computations required to compress video data and to reduce memory overhead, using known information about image motion caused by camera movement. In particular, the present invention performs correction using information generated based on the correction result of the camera, and achieves a trade-off between time domain compression and spatial domain compression. Rather than extracting information from the image, information is obtained from the means that actually controls the camera. Summary of the Invention The present invention relates to a video camera apparatus for performing a compression process and a method used in the apparatus. This device is equipped with a compensable video camera. The camera generates a video signal composed of a plurality of images. The compression ratio of the video signal is determined by the compression means and generates a compressed video signal. The camera controller corrects the video camera. The camera control device has means for generating a correction instruction signal indicating correction of the video camera by the camera control device. The processing circuit outputs an instruction to change the compression ratio to the compression means in response to the correction instruction signal generated by the control device. The knowledge of the camera correction obtained from this control device is used for changing the compression ratio. FIG. 5 is a flowchart showing a method for operating the video surveillance device of the present invention. Detailed description The following is a detailed description of the invention. The present invention is for illustrative purposes, It does not limit the invention. The scope of the invention is determined by the appended claims. The video camera monitoring device shown in FIG. A / D color space conversion circuit 20, Pan-tilt-zoom (PTZ) device 18, A control panel 30 having a user interface 32; A control translation circuit 40 (appropriately programmed microprocessor with associated memory), And a compression device 50. The camera 10 Generating a video signal 19 (consisting of an image composed of pixels); To the color space conversion circuit 20, continue, From the output 52, the digital color difference signal Cr, Cb and a luminance signal Y are output. The camera 10 is equipped with a zoom lens 12 having a focus adjustment mechanism 14 and a zoom adjustment mechanism 16. The PTZ mechanism 18 A command is input from the control panel 30 to pan the camera 10, Tilt, Be able to zoom. The control panel 30 and the control translation circuit 40 Preferably, Equipped with a single processor-based device sold under the name "Touchtracker" by Sensormatic Electronics of Deerfield Beach, Florida. Related lenses, PTZ device 18, The camera 10 incorporating the color space conversion circuit 20 Preferably, It is housed in a self-contained “dome” sold by Sensormatic Electronics under the name “SpeedDome”. The compression device 50 Preferably, This is a conventional video compression apparatus equipped with hardware and software for executing a compression algorithm using a well-known MPEG apparatus as described in the MPEG standard. The MPEG standard It is intended for devices that perform some degree of compression (including spatial and temporal domain compression). Any compression device with a different compression ratio can be used. For example, Filter length, Filter coefficients, Alternatively, a compression filter (a predetermined filter length, a predetermined filter length, shape, Well-known devices with a coefficient) can be used, These are considered equivalent to those represented by the compression device 50. Video compression hardware and software are well known to those skilled in the art, Only the aspects closely related to the present invention will be described. The compression device 50 The digitized color difference signal Cr, It has an input 53 connected to an output 52 of the color space conversion circuit 20 which receives Cb and the luminance signal Y. Also, The compressor also has an input 55 for receiving a motion vector generated by the control translation circuit 40 from an output 54. The generation and purpose of these motion vectors will be described below. From the input 57 of the compression device 50, An instruction regarding the spatial domain compression ratio is received from the output 56 of the control translation circuit 40. This will be described in detail below. The compression device 50 To send through a communication channel, An output 58 for outputting the compressed video signal to the multiplexer 80 is provided. The basic components of a preferred compression device are as follows. That is, The subtractor 60, Discrete cosine transformer 62, Quantizer 64, Variable length encoder 66, Inverse quantizer 68, Discrete cosine inverse transformer 70, Adder 72, Image accumulation predictor 74. The quantizer 64 is The discrete cosine transform signal supplied from the discrete cosine transformer 62 is quantized. The spatial domain compression ratio of the supplied signal is variable by the quantizer 64. for that reason, Quantizer 64 has at least two quantization matrices, Each matrix performs spatial domain compression at a different rate. When a variable is written from the input 57 to the register 65, One of the quantization matrices is selected. All these components are well known to those skilled in the art, It is described in detail in the MPEG reference book. As discussed above, Not only the MPEG standard but also other compression schemes consist of two compression modes, spatial domain and temporal domain compression. In the spatial domain compression mode, The compression device 50 The video frame information generated by the video camera 10 is compressed. Each video frame carries an image consisting of a large number of pixels. In the time domain compression mode, Motion vectors are generated to represent changes in the image between frames. Therefore, The motion vector indicates the motion of the image carried by the video frame. When the camera 10 is stationary, The difference between the frames of the video signal is Camera pans, Tilt, zoom, Fewer than when focused. further, When the camera is fixed, The human eye can discriminate the details of the image in detail compared to when the camera is moving. therefore, The compression operation must compress the details of each frame when the camera is stationary rather than when it is moving. That is, When the camera is fixed, The spatial domain compression ratio must be small. For the preferred compression device described here, This corresponds to a coarse quantization. When the camera is moving, When zooming or focusing, The compression operation must carry more information about how to change the image in order to reproduce the signal correctly. For this reason, Greater bandwidth is needed when the camera is stationary. When the spatial domain compression ratio is increased (the quantization step in the spatial domain is made finer), Bread, Tilt, zoom, The time domain compression (generation of motion vector) band is released in accordance with focusing. But, This method does not accurately reproduce details when reproducing the compressed signal. Nevertheless, This is an acceptable solution. Because This is because the human eye cannot distinguish the details of a moving object from a stationary object. When the camera 10 is fixed and focused When not zooming the lens 12, The control translation circuit 40 does not perform time domain compression (does not generate a motion vector). The spatial domain compression ratio is small. That is, Write the appropriate value to register 65 and A coarse quantization matrix of the quantization step is selected. Thus, A compressed signal quantized to fine details is output from output 58. The video signal from the output 52 supplied to the input 53 of the compression device 50 is based on the spatial domain compression rate set by the control translation circuit 40. Compressed by the MPEG algorithm, It is output from output 58 as a compressed video signal. This signal is passed from multiplexer 80 to output 82, Sent over a communication channel, It is stored in the storage device. Control panel 30, Control translation circuit 40, The PTZ device 18 forms a camera control device. The user uses the user input 32 to Pan on camera 10, Tilt, When you command to zoom or focus, The control panel 30 outputs a control signal from an output 31. The control signal is supplied to an input 41 of the control translation circuit 40. In response, The control translation circuit 40 generates a correction instruction signal, The output from the output 42 is supplied to the input 43 of the PTZ device 18, Pan the camera 10, Tilt, zoom, Focus is performed. In response to the correction instruction signal, The control translation circuit 40 generates a series of motion vectors. The motion vector is It shows how an image generated by the camera 10 changes according to a command received from a user. The motion vector is It is output in the format specified by the MPEG standard, Perform time domain compression. The motion vector is It is stored in a look-up table in the memory of the control translation circuit 40. For this reason, Any particular bread, Tilt, zoom, When focusing, Specific motion vector pairs are stored in a look-up table. Bread, Tilt, zoom, The vector indicating the composition of the focusing operation is Some bread, Tilt, zoom, It can be obtained by multiplying the respective vectors related to focusing with each other. The motion vector is sent to multiplexer 80, It is multiplexed with the compressed signal generated as a result of the spatial domain compression. The camera controller corrects the camera 10 (pan, Tilt, zoom, When focusing) The control translation circuit 40 outputs a command to the compression device, Increase the spatial domain compression ratio. In a preferred embodiment, The control translation circuit An instruction is output to the quantizer 64 to select a quantization matrix, Higher-order spatial domain compression is performed, and an appropriate value is written into the register 65 to make the quantization step finer. Bread, Tilt, zoom, When you increase or decrease the focus, The control translation circuit 40 outputs an instruction to the compression device 40 to increase or decrease the space area compression ratio at an appropriate ratio. Thus, When you move or zoom or focus the camera around it, The compression action is not on the details of each frame (spatial domain compression), Changes between image frames (time domain compression) are weighted. Bread, Tilt, zoom, When you stop focusing, The control translation circuit 40 stops generating the motion vector. Also, Adjust the spatial domain compression ratio to a suitable low level. With the device described here, The compression ratio can be changed according to the correction of the video camera. This allows Camera pans, Tilt, zoom, A trade-off between the spatial domain compression and the time domain compression ratio can be made based on the knowledge of whether or not focusing has been achieved. By adjusting the quantization step of the MPEG compressor, The device was explained with reference to the device that changes the spatial domain compression ratio, Those skilled in the art will appreciate the principles of the preferred embodiment of the present invention. It is equally applicable to devices that use different compression methods, It will be appreciated that the compression level can be changed. This device also has a function of storing an image generated by the camera 10. The instruction to change the compression ratio is Supplied to the video cassette recorder 90, The video signal is recorded on a video tape between frames. That is, The command output from the control translation circuit 50 and / or the motion vector is recorded on a video tape. Therefore, When a video tape is played back by the compression device 50, Instructions for changing the spatial and / or time domain compression ratio and motion vector are extracted from the recorded signal, Used as described above. In the second embodiment of the present invention shown in FIG. The correction instruction signal is Not by control signals generated by the control panel, Bread, Tilt, zoom, Generated by a transducer that detects the state of focus. The transducer 118 detects the pan state of the camera 10 and An output 119 outputs a pan correction signal. Also, the transducer 120 By detecting the tilt state of the camera 10, An output 121 outputs a tilt correction signal. Further, the transducer 114 By detecting the zoom state of the lens 12, The output 115 outputs a zoom instruction signal. Still further, the transducer 116 By detecting the state of focusing of the lens 12, The output 117 outputs a bin alignment signal. Transducer 114, 116, 118, 120 is Output 115, 117, 119, The signals respectively output from the processing units 121 are input 125, 127, 129, 132 respectively. The processing device 140 outputs 154, 156 is generated. These outputs are the outputs 54, Same as 56, Used the same way. FIG. 3 shows a third embodiment of the present invention. In the third embodiment, Except that it has a simplified high-precision motion estimation circuit 90, This is the same as the first embodiment. This device is exactly the same as the conventional motion estimation circuit described in the MPEG standard. The motion estimation circuit 90 receives a signal generated by the color space conversion circuit 20 from an input 91. The motion estimation circuit outputs an output 92 in accordance with the MPEG standard. At 93, a synthetic motion vector is generated. These motion vectors are multiplied by the motion vector generated by the control translation circuit 40, Generate a simpler motion vector. The device described above, It is part of a video surveillance device that can be monitored from a distance. The following is a description of this device. Video compression device The data multiplexer 80 described above is incorporated. The processed signal 248 is The camera 242 is supplied to a network interface 250 that connects the camera 242 to the public switched telephone network 280. The network interface 250 composed of the communication hardware 252 and the line interface 254 It is basically the same as the network interface 222 of the monitoring station 220. Microprocessor 256, which may be of the same type as microprocessor 228, controls the operation of camera 242 and network interface 250. The data bus 258 is Microprocessor 256, Camera 242, Video compression hardware 246, Control data is sent to and from the network interface 250. The microprocessor 228 includes: Keyboard 232, Input device 234, Microprocessor 228 receives the generated control signal (via communication channel 280). The microprocessor 256 It is programmed to execute the function of the control translation circuit 40 described above with reference to FIG. That is, The microprocessor 228 includes: Convert the received control signal into a camera correction instruction signal, This is sent to the camera 242 via the data bus 258. An instruction to the compression device 246 requesting a change in compression parameters is: Generated by the microprocessor 256 in response to the camera correction instruction signal, The data is supplied to an appropriate pin of the compression device 246 via the data bus 258. Similarly, A motion vector is also generated in response to a camera correction instruction signal from the microprocessor 256, The data is supplied to the compression device 246 and multiplexed. The camera module 240 A memory function is provided by a digital first-in first-out (FIFO) memory 266 composed of a disk drive or a random access memory. The memory 266 stores a predetermined time, For example, the image signal 248 processed for three minutes is stored. therefore, The memory 266 The camera 242 keeps a record that it has acquired over the previous predetermined time. The memory 266 The data bus 258 connects to the microprocessor 256. A storage device 270 such as a video cassette recorder (VCR) disk or random access memory Accumulate the output of camera 242, So that it can be played back by the compression device 246, The camera 242 and the compression device 246 are connected. In this example, The outputs 54 and 56 of the control translation circuit 40 are stored together with the output of the camera 242. instead, So that they are compressed and stored, Data can be supplied from the compression device 246 to the storage device 270. The storage device 270 Various things can be used. Some of these are described below. The operation of the storage device 270 is as follows. It can be controlled from the microprocessor 256 via the data bus 258. Electronically controllable VCR, For example, Panasonic AG-6730 can be used. The camera module 240 By analyzing the image signal 244 output from the camera 242, A motion detection circuit 260 for detecting whether the monitoring subject of the camera 242 has moved is built in. The motion detection circuit The data bus 258 connects to the microprocessor 256. In the camera module 240, An alarm device interface 268 connected to the microprocessor 256 is provided. The alarm device interface Enabling the microprocessor 256 to easily receive various types of alarms, This allows Storage in the memory 266 or the storage device 270, Alternatively, transmission through the public switched telephone network 280 is started. The motion detector 260 detects the motion of the subject, Or if an alarm signal is received via the alarm interface 268, A signal 262 is generated and sent to microprocessor 256. The microprocessor 256 Generating a start signal 264 in response to the signal 262; This causes the second interface 250 to start transmitting the image processed by the signal processing device 246 via the public switched telephone network 280. When the microprocessor 256 receives the signal generated by the alarm or the motion detection signal 262, The microprocessor 256 can start various operations. For example, The microprocessor is Start of storage in the storage device 270; Change the recording mode from elapsed time to real time, Compressing the output of the camera 242 and transmitting it through the public switched telephone network 280; The contents of the memory 266 and the storage device 270 can be instructed to be output to the public switched telephone network 280. These all depend on the programming method and system configuration of the microprocessor 256. The start signal 264 can also be transmitted from the monitoring station 220. In a preferred embodiment, where the public switched telephone network 280 is a public switched telephone network, The camera module 240 and the monitoring station 220 each have their own telephone number. Line interface 223, 254 are mutually Alternatively, another module connected to the public switched telephone network 280 can be called to start communication. Therefore, For example, When the microprocessor 256 generates a start signal as described above (eg, In response to motion detection), The line interface 254 of the camera module 240 calls the monitoring station 220. The call is received at line interface 223 of monitoring station 220. Then When handshaking is started between the camera module 240 and the monitoring station 220, The interface 222 receives the compressed video data from the interface 250. In order to display the compressed data received by the decompression circuit 226 on the monitor 230, Extend (thaw). Similarly, In response to a user or start signal when an alarm occurs, The microprocessor 228 The communication is started by calling the camera module 240 from the monitoring station 220, Camera 242, Storage device 270, Data is received from the memory 266. The operation of each component of the camera module 240 is as follows. Once communication is established between the camera module and the monitoring station, It can be controlled from the monitoring station 230. The present invention can suitably operate in two modes. In the first mode, The monitoring station 220 uses the first network interface 222 to The camera module 240 can be called. afterwards, The user of the monitoring station 220 The operation of the camera module 240 can be controlled from a distance using the keyboard 232 or the input device 234. For example, The user outputs an instruction to the camera module 240 to output the contents of the memory 266, The contents of the storage device 270 are reproduced and the contents of the camera module 240 are simply monitored in real time. In the second mode, The camera module 240 calls the monitoring station 220. For example, The alarm event detected by the camera module 240 is A call to the monitoring station 220 can be initiated. Then The camera module 240 By transmitting the raw data acquired by the camera 242, The contents of the FIFO 266 or the storage device 270 are reproduced. FIG. It is a flowchart of a preferable operation method. The steps of the method described in FIG. It is indicated by the number prefixed with “S”. In the method of FIG. The operation of the camera module 240 Power on the camera module 240, Initialize and start the video compression hardware 246 (steps S1 and S2). To initialize the compression device 246, In addition to downloading the instruction code to the RISC processor of the compressor 256, This includes downloading the data rate and initial quantization parameters for the compression process. The microprocessor 256 The alarm interface 268 and the motion detector 260 are constantly monitored (S3). For example, Opening doors, If a motion alarm condition is detected, The microprocessor 256 A command is sent to the storage device 270 via the data bus 258, Start accumulating, The timer in the microprocessor is set (S4). The accumulation continues for a predetermined period T1 (S5). At the end of T1, The microprocessor 256 An instruction is output to the communication hardware 2 52, The monitoring station 220 is called through the public switched telephone network 280 (S6). The calling is continued for a specified number of times until the calling is successful (S7). If the call succeeds, The microprocessor 256 An instruction is output to the storage device 270, and the information just stored is output to the compression device 246. instead, If this information is compressed and stored in the storage device 270, this step can be bypassed. The microprocessor 256 Outputs an instruction to the communication hardware 252, The compressed output of the compression device 246 is transmitted to the monitoring station 220 via the public switched telephone network 280. The compressed data is decompressed by the decompression device 226, The image stored in the storage device 270 is displayed on the monitor 230. In the manner described above, The memory 266 can be replaced by a storage device 270. instead, Instead of sending the record information to the monitoring station 220, Microprocessor 2 56 The real time output of the camera 242 can be compressed and transmitted through the public switched telephone network 280. instead, The video data output of camera 242 is It can be stored continuously in the memory 266 for a period equal to T. Therefore, At a given time, Video data for the previous T seconds is stored in memory 266. A trigger condition occurs, When the monitoring station 220 is called, The compressed video data accumulated during the immediately preceding T seconds is output from the memory 266, It is transmitted to the monitoring station 220. This allows The monitoring module is Information about what happened immediately before the trigger-event can be obtained. Instead of using memory 266, At a given time, As the output of the video camera 242 is accumulated, A second standby storage device can be added in addition to the storage device 270. That is, When one storage device is full, Another storage device starts storing, The first storage device waits for the second storage device to fill. instead, Video data sampled at specified intervals can be stored in the memory 266.
