CONSTITUTION:A collar 1 is rotatably supported to a roller 2, and rotated in a direction of an arrow 3 at a central axis of the collar as a center. A vessel 4 which contains semifluid sealing material 5 has a nozzle 6 at its lower end. When the material contained in the vessel 4 is pressurized, it is continuously fed down from the nozzle 6 in a string state.
