These water-dispersible papers use dry paper strength enhancers such as polyvinyl alcohol, carboxymethyl cellulose, and cationic starch to improve sheet strength in a dry state without impeding water dispersibility.

The present inventors have discovered that it is sufficient to use water-dispersible paper mixed with insoluble carboxymethylated pulp, and have completed the present invention.

When used in liquid form containing water, it is usually supported in liquid form with a water content of 5 to 60% by weight. These liquid substances containing active substances are generally loaded on the water-dispersible paper in an amount of 0.5 to 5 times. The supporting method is not limited, and conventionally commonly used means may be used. Most simply, it can be obtained by simply pouring a certain amount of the active substance-containing liquid onto a certain amount of easily dispersible paper placed in a container so that it is evenly distributed.
