一方の側面に前記地下階段側の端部を軸として回動自在に固定されて、当該一方の側面に設けられたピットに収納される開状態と、前記軸側の端部が前記一方の側面に固定され他方の端部が他方の側面に設けられた縦溝に当接して、前記両側面の間の出入口を封鎖する閉状態と、の間で旋回可能な防水板と、
前記防水板を閉状態となる方向に付勢する付勢部と、
前記付勢部に抗して、前記防水板を開状態に拘束するストッパーと、を備え、
前記ストッパーは、
前記床面よりも低く、且つ、前記地上面よりも高い位置で外部から水を受け入れる受入口を有し、当該受入口の上に庇部が形成された貯水部と、
前記貯水部内に設けられ当該貯水部に受け入れられた水に浮く浮力体と、
