前記ガスタービンの吸込み空気流量を調整する可変案内翼と、
前記ガスタービンと同軸に配置して結合された発電機の負荷遮断後の無負荷定格速度運転時に、前記高圧加減弁を全閉する制御を行うとともに、前記可変案内翼の開度を前記低圧蒸気の発生流量が増加するように制御する制御手段と、
