上記測量システム等での計測で、構築後の一次覆工コンクリート90の変形が収束しない状態を示していれば、地山自身で地山を支保させる構造が一次覆工コンクリート90で実現されていないことになるので、当該一次覆工コンクリート90の内面から地山20に図外のロックボルトを打ち込んだり、当該一次覆工コンクリート90の内面に図外の鋼製支保工を取付けたりする、支保工を構築してから、地山20の安定を確認した後に、上述のシート97の取付けと二次覆工コンクリート99の構築作業を行う。このように、支保工により地山20を安定させてから二次覆工コンクリートを構築するので、地山20の崩落を防止できる。このように、地山自身で地山20を支保させる構造が一次覆工コンクリート90で実現されていない場合のデータを残しておき、さらに掘進した場合の一次覆工コンクリート90の構築作業に反映させることで、以後の一次覆工コンクリート90の構築による地山20の安定化対策を図ることが可能となる。地山自身で地山を支保させる構造が一次覆工コンクリート90で実現されていない場合のデータにより、例えば、コンクリート充填圧が低いと考えられる場合には、コンクリートポンプ83の圧力を高くして高流動性生コンクリート80の流出圧力調整を行って、掘削孔21の内周面33(地山20)とより密着して一体化させた高密度構造の一次覆工コンクリート90を構築するようにして地山20の安定化対策を図ることが可能となる。尚、コンクリート充填圧の最終的な調整は、コンクリート圧力計17での圧力検出に基づく塞止弁15aの開閉制御により実現でき、地山20の安定化対策を容易に行える。

本形態では、ある長さ分の一次覆工コンクリート90を構築した後に、当該一次覆工コンクリート90の部分に対応する地山20の安定を確認することで、地山20自身で地山20を支保させる構造を実現させる。これにより、一次覆工コンクリート90の厚みを薄くすることが可能となり、一次覆工コンクリート90の構築に要するコンクリート消費量を少なくできる。すなわち、言い換えるならば、ECL工法にNATM工法の理論を導入したトンネル施工方法を提案している。つまり、NATM工法の導入の根本的な考え方は、断面アーチ状に形成されたトンネルは本来地山が安定していれば地山自身が地山を支えるので潰れないという考え方である。ただし、実際の現場では地質の状態や湧水の発生などにより地山が崩壊してしまうので、実際のNATM工法では、コンクリート吹付け、ロックボルトの打ち込み、鋼製支保工等の支保工の構築により地山を安定させて崩落を防ぐというものである。本形態では、ECL工法において一次覆工コンクリートの構築で地山20の安定が確保されればよいというNATM工法の根本思想を取り入れている。よって、地山20の安定が確保されればよいことから、一次覆工コンクリート90の構築についても、本来のECL工法の覆工コンクリートのように覆工コンクリート自体で地山20の土圧・水圧に耐える強度の高品質の覆工コンクリートを構築する必要性がなくなり、よって、一次覆工コンクリート90の厚みを薄くすることを可能とでき、一次覆工コンクリート90の構築に要するコンクリート消費量を少なくできる。例えば、比較的柔らかい地山20においてトンネルを施工する場合、本来のNATM工法で施工を行う場合には支保工が大掛かりとなり、また、ECL工法では上述したように覆工コンクリートの構築に要するコンクリート消費量が多くなり、シールド工法では高価なセグメントを用いるため、いずれの工法でも経済的に不利であるが、本形態によれば、これら工法に比べて経済的に有利なトンネル施工を実現できる。
