本発明は、主として消防や警察などに設置され運営される通信指令システムに係わり、特に広域に被害が拡大する恐れのある災害の発生時や発生の危険性のある緊急時に備え、要員の勤怠情報や資格などの要員情報に基づいて出動車両と要員とを効率よく割り当てるようにした通信指令システムに関する。

【従来の技術】

ところで、従来は出動隊の編成に当たり、出動車両は自動的に設定可能であったが、要員については勤怠管理装置56の内容を表示で確認しながら割り当てを行い、自署内で割り当て可能であれば問題ないが、要員が不足するような場合、改めて別の署所に出動指令を出す必要があった。従来の勤怠管理装置56は、カードリーダやタイムカードなどの出退登録部56aと、出退を記憶管理するなどの出退記憶部56bと、要員の出退状態を表示する出退表示部56cとからなり、要員の出退情報は記憶管理されてはいたが、その情報が出動時に有効に生かされるものではなかった。また、せっかく要員の数としては十分にありながら、特殊車両の出動が必要となる場合に操作可能な要員が不足して出動や操作ができなかったり、あるいは経験不足な要員のみの組み合わせの出動隊が編成され、現場での作業の効率性が損なわれる場合がある、などの問題もあった。これら本部と関連署所との間での車両や要員の可動状況を常時把握可能とし、非常時には出動署所と出動車両の設定と、それぞれ適切な要員の割り当てとが迅速に実行可能とし、特に特殊技能や経験を有する要員の適正配置や非常招集を含めて効率的な出動隊の編成が可能な通信指令システムの出現が望まれていた。

【発明が解決しようとする課題】
以上に説明した問題点に鑑み、本発明は、本部と関連署所との間での車両や要員の可動状況を常時把握可能とし、非常時には出動署所と出動車両の設定と、それぞれ適切な要員の割り当てとが迅速に実行可能とし、特に特殊技能や経験を有する要員の適正配置や非常招集を含めて効率的な出動隊の編成が可能な通信指令システムを提供することを目的とする。

【課題を解決するための手段】
本発明は、上記問題点を解決するため、通報者からの緊急通報を受信し、通報内容により出動隊の出動先と出動隊の規模を示す出動レベルとを設定し、本部署内または関連署所に出動の指令を発令する指令装置と、同指令装置からの指令に基づき、出動レベルにより出動車両を設定するとともに、出動指令または出動指令書を作成する自動出動指定装置と、作成された出動指令や出動指令書を出動署所に伝送する指令伝送装置と、公衆通信回線または専用通信回線と通信接続し、前記指令伝送装置からの出力を関連署所に通信出力する、または通報者からの緊急通報を通信入力する通信制御装置とからなる本部署内に配設される本部通信指令施設と、前記関連署所に配設され、前記公衆通信回線または専用通信回線と通信接続する通信制御部と、同通信制御部を介して出動指令や出動指令書を受信して出力する指令受信出力部とを備えた署所端末とからなる通信指令システムにおいて、前記本部通信指令施設に、要員の出勤時、退勤時および欠勤時にそれぞれ所定の操作により勤怠の登録を行う勤怠登録装置と同勤怠登録装置で登録された勤怠情報に基づいて要員の勤怠の記憶管理を行う勤怠管理部とからなる勤怠要員管理手段と、出動車両に必要な要員を割当てる車両要員割当手段とを設けてなり、前記自動出動指定装置が、前記指令装置からの指令による出動レベルに基づいて出動車両を設定し、前記車両要員割当手段は、設定された出動車両に所要の要員を割り当てる車両要員割当部と、前記勤怠情報または要員情報に基づいて前記車両要員割当部が割り当てた車両毎の要員の構成の妥当性を判断する隊編成判断部とを備え、前記勤怠要員管理手段で記憶管理する要員の前記勤怠情報に基づいて、前記出動車両に出勤中の要員を割当て、前記車両要員割当手段は、前記隊編成判断部が設定された出動署所が出動隊の編成に当たり予め定められた最低限の要員が確保できない、または要員の構成が妥当でないなどと判断する場合、当該署所または本部にアラームを発信するアラーム部を備えるようにした。

通報者からの緊急通報を受信し、通報内容により出動隊の出動先と出動隊の規模を示す出動レベルとを設定し、本部署内または関連署所に出動の指令を発令する指令装置と
同指令装置からの指令に基づき、出動レベルにより出動車両を設定するとともに、出動指令または出動指令書を作成する自動出動指定装置と
作成された出動指令や出動指令書を出動署所に伝送する指令伝送装置と
公衆通信回線または専用通信回線と通信接続し、前記指令伝送装置からの出力を関連署所に通信出力する、または通報者からの緊急通報を通信入力する通信制御装置とからなる本部署内に配設される本部通信指令施設と
前記関連署所に配設され、前記公衆通信回線または専用通信回線と通信接続する通信制御部と
同通信制御部を介して出動指令や出動指令書を受信して出力する指令受信出力部とを備えた署所端末とからなる通信指令システムにおいて
前記本部通信指令施設に、要員の出勤時、退勤時および欠勤時にそれぞれ所定の操作により勤怠の登録を行う勤怠登録装置と同勤怠登録装置で登録された勤怠情報に基づいて要員の勤怠の記憶管理を行う勤怠管理部とからなる勤怠要員管理手段と
