本発明者らは、前記課題を解決すべく鋭意検討した結果、汚濁水等拡散防止フェンスを上記したようなパイル係留式とするとともに、係留治具に新たに浮力調整機構を設けることにより前記目的を達成し得ることを見出し、本発明を完成するに至った。すなわち、本発明は下記に示す通りである。
