【発明の属する技術分野】
本発明は、曝気槽を備えた下水処理場から放流される処理水の水質を制御する下水処理場水質制御装置に係り、特に下水処理場に流入する流入水の窒素成分と有機物成分との比(C/N比)、リン成分と有機物成分との比(C/P比)等の水質バランスが悪化したような場合においても、下水処理場から放流される処理水の窒素、リンの水質を常に良好に維持できるようにした下水処理場水質制御装置に関するものである。

【従来の技術】
近年、湖沼、湾等の閉鎖性水域では、富栄養化が進行してきており、これらの原因物質である窒素、リンの下水処理場から閉鎖性水域への流出を抑制する必要がある。

このため、従来の下水処理場においては、活性汚泥法と呼ばれるプロセスにより、有機物除去を行なうようにしてきているが、最近では、湖沼、湾等の閉鎖性水域における富栄養化の進行から、窒素、リンの除去も行なう高度処理の要求が増大してきている。

そして、かかる要求に応えるための下水処理場として、生物学的硝化脱窒反応、生物学的脱リン反応、凝集剤添加による脱リン反応等を利用して、下水処理場に流入する流入水の窒素またはリンを除去する、曝気槽を備えた下水処理場が実現されてきている。

図7は、上記各種水処理プロセスのうち、脱窒素・脱リンを行なう高度処理プロセスの一つである、凝集剤注入型嫌気−無酸素−好気法(凝集剤注入A2 O法)と呼ばれるプロセスから構成される曝気槽を備えた下水処理場の構成例を示すフロー図である。

図7において、下水処理場に流入する流入水1は、一つは、水配管50、弁24を介して最初沈殿池2に流入し、水配管51を介して、嫌気槽10と無酸素槽11と曝気装置9を備えた好気槽12との組み合わせから構成される曝気槽の嫌気槽10に流入する。

また、もう一つは、水配管50、水配管59、初沈バイパス弁23を介して嫌気槽10に流入し、曝気槽により処理した後に、水配管52、最終沈殿池13、水配管60を介して、処理水3として放流される。

一方、炭素源貯留槽21からは、炭素源注入ポンプ19、水配管57を介して、嫌気槽10に炭素源が注入される。

また、凝集剤貯留槽22からは、PAC注入ポンプ16、水配管56を介して、好気槽12に凝集剤が注入される。

一方、好気槽12の非処理水は、水配管53、循環ポンプ14を介して、無酸素槽11に返流される。

また、最終沈殿池13の沈殿水は、水配管54、返送ポンプ15を介して、嫌気槽10に返流される。

以上のような曝気槽を備えた下水処理場において、まず、窒素除去は、次のようにして行なわれる。

好気槽12において、アンモニア性窒素(NH4 −N)は硝化菌の働きにより、亜硝酸性窒素(NO2 −N)、硝酸性窒素(NO3 −N)に酸化される。

循環ポンプ14により、無酸素槽11に送り込まれた亜硝酸性窒素(NO2 −N)、硝酸性窒素(NO3 −N)は、無酸素条件下で有機物を栄養源とする脱窒細菌による硝酸性呼吸あるいは亜硝酸性呼吸により、窒素ガス(N2 )へと還元され、系外に除去される。

この際、脱窒反応に必要な有機物が十分でなければ良好な窒素除去は行われない。

この有機物を補填するための手段として、初沈バイパス弁23を開き、弁24を閉じることによって、最初沈殿池2をバイパスして有機物を確保する方法、炭素源貯留槽21に蓄えられたメタノール、エタノール、酢酸、廃酢酸、グルコース等の炭素源を注入する方法、最初沈殿池2で発生した引抜汚泥を曝気槽に投入する方法等がある。

次に、リン除去は、次のような機構で行なわれる。

曝気槽の前段に配置された嫌気槽10で、活性汚泥中のリン蓄積細菌は、酢酸等の有機酸を体内に蓄積し、リン酸(PO4 )が放出される。

この過剰放出したリン酸態のリンは、曝気槽の後段に配置された好気槽12において、リン蓄積細菌のリン過剰摂取作用を利用して、嫌気槽10で放出された以上のリン酸態のリンを活性汚泥に吸収させることにより、リン除去が行なわれる。

すなわち、このような反応を進行させるためには、酢酸等の有機酸が水素供与体として必要となる。

雨水流入時には、有機酸濃度が薄くなり、リン蓄積菌が利用できる有機物が減少することから、十分なリンの吐き出し反応が十分に行なわれなくなるため、後に続くリンの過剰摂取反応も不十分となる。

そこで、これを補填するために、窒素除去の場合と同様な手段で、リン除去に必要な炭素源を確保するか、もしくは凝集剤貯留槽22に蓄えられたポリ塩化アルミニウム、硫酸アルミニウム、硫酸鉄等の凝集剤を注入して、リン酸アルミニウムやリン酸鉄の形でリン成分を沈殿させることによって、リンを除去するようにしている。

図8において、下水処理場に流入する流入水1は、水配管120を介して、無酸素槽100と曝気装置103を備えた好気槽101との組み合わせから構成される曝気槽の無酸素槽100に流入し、曝気槽により処理した後に、水配管121、最終沈殿池102、水配管122を介して、処理水3として放流される。

【発明が解決しようとする課題】
(a)しかしながら、図8に示すような、好気槽101で硝化処理後のアンモニア性窒素濃度を基に、曝気装置103の曝気風量をフィードバック(FB)制御により調節を行なうような制御では、下水処理場に流入する流入水量の変動が大きいにもかかわらず、曝気槽における微生物による水質反応が比較的遅いことから、このようなフィードバック制御のみでは、操作量107aの変化に対する水質反応の応答が遅く、処理水の水質を良好に保つことが困難であるという問題がある。

(b)また、硝化反応の制御のみでは、亜硝酸性窒素、硝酸性窒素が残存し、放流水のpHの低下および最終沈殿池において、脱窒反応に起因するN2 ガス発生に伴なう汚泥浮上の問題がある。

脱窒は、循環ポンプ104を用いて、無酸素槽100に硝化液を循環させて脱窒を行なうが、従来では、この循環流量は、一定量もしくは流入流量に対する比率制御で運転されているケースがほとんどであり、より脱窒を良好に行なうための制御が必要とされている。

一方、脱窒を良好に行なうためには、炭素源の確保が必要であり、流入水の窒素成分と有機物成分との比(C/N比)が減少したような場合には、脱窒能が低下するという問題がある。

(c)さらに、下水処理場に設置されたアンモニア性窒素濃度計、硝酸性窒素濃度計、全窒素濃度計等の窒素成分濃度計、およびリン酸濃度計、全リン計等のリン成分濃度計は、下水中の浮遊成分によって汚れ等が付着し易く、異常値を示すことが多いため、制御用のセンサとしては不安定、低精度で、利用が困難である。

また、上記濃度計がサンプリングしてろ過する方式であっても、サンプリング管が詰まる等のメンテナンス上の問題もある。

(d)リン成分と有機物成分との比(C/P比)がある程度確保されている場合は、生物学的脱リンのみでもある程度のリン除去が可能であるが、C/P比が小さくリン蓄積性細菌の利用できる有機物量が流入のリンに対して小さくなると、炭素源の確保を何らかの手段で行なうか、ポリ塩化アルミニウム等の凝集剤の注入するかを行なわなければ、リン除去が難しくなっている。

この際、炭素源をどの程度注入するのかは経験的に行なわれていること、また凝集剤の過注入によるコスト、および処理水へのポリ塩化アルミニウムの流出等が、問題となっている。

本発明の目的は、下水処理場に流入する流入水の窒素成分と有機物成分との比(C/N比)、リン成分と有機物成分との比(C/P比)等の水質バランスが悪化したような場合においても、下水処理場から放流される処理水の窒素、リンの水質を常に良好に維持することが可能な下水処理場水質制御装置を提供することにある。

【課題を解決するための手段】
上記の目的を達成するために、本発明は以下の手段を講じる。

請求項1に対応する発明は、嫌気槽と好気槽とを含む曝気槽を備えた下水処理場から放流される処理水の水質を制御する下水処理場水質制御装置において、下水処理場に流入する流入水のリン成分濃度を計測するリン成分濃度計測手段と、下水処理場に流入する流入水の有機物成分濃度を計測する有機物成分濃度計測手段と、リン成分濃度計測手段および有機物成分濃度計測手段により計測されたリン成分濃度および有機物成分濃度に基づいて、下水処理場に流入する流入水のリン成分と有機物成分との比(C/P比)を演算するC/P比演算手段と、基準となる基準C/P比を設定するC/P比設定手段と、C/P比設定手段により設定された基準C/P比とC/P比演算手段により演算されたC/P比との差分に基づいて、最終沈殿池から前記曝気槽へ返送される沈殿水の返送流量、汚泥貯留槽から前記曝気槽に返流される返流水の返流水流量、曝気風量、炭素源注入量、凝集剤注入量、余剰汚泥流量、初沈バイパス弁のうちの少なくとも一つを制御する操作量を出力する制御手段とを備えている。

従って、請求項1に対応する発明の下水処理場水質制御装置においては、下水処理場に流入する流入水のC/P比を演算し、基準C/P比との差分に基づいて、下水処理場における返送流量、曝気風量、炭素源注入量、凝集剤注入量、余剰汚泥流量、返流水流量、初沈バイパス弁のうちの少なくとも一つを制御することにより、下水処理場に流入する流入水のC/P比の水質バランスが悪化したような場合においても、下水処理場から放流される処理水のリンの水質を常に良好に維持して、リン除去を行なうことができる。

また、請求項2に対応する発明は、嫌気槽と好気槽、もしくは嫌気槽と無酸素槽と好気槽との組み合わせから構成される曝気槽を備えた下水処理場から放流される処理水の水質を制御する下水処理場水質制御装置において、嫌気槽中のリン成分濃度を計測するリン成分濃度計測手段と、嫌気槽に流入する流入水の有機物成分濃度と計測する有機物成分濃度計測手段と、リン成分濃度計測手段および有機物成分濃度計測手段により計測されたリン成分濃度および有機物成分濃度に基づいて、リン成分と有機物成分との比(C/P比)を演算するC/P比演算手段と、基準となる基準C/P比を設定するC/P比設定手段と、C/P比設定手段により設定された基準C/P比と前記C/P比演算手段により演算されたC/P比との差分に基づいて、最終沈殿池から前記曝気槽へ返送される沈殿水の返送流量、汚泥貯留槽から前記曝気槽に返流される返流水の返流水流量、曝気風量、炭素源注入量、余剰汚泥流量、初沈バイパス弁のうちの少なくとも一つを制御する操作量を出力する制御手段とを備えている。

従って、請求項2に対応する発明の下水処理場水質制御装置においては、嫌気槽中のリン成分濃度と嫌気槽に流入する流入水の有機物成分濃度とに基づいて、リン成分と有機物成分とのC/P比を演算し、基準C/P比との差分に基づいて、下水処理場における返送流量、曝気風量、炭素源注入量、余剰汚泥流量、返流水流量、初沈バイパス弁のうちの少なくとも一つを制御することにより、下水処理場に流入する流入水のC/P比の水質バランスが悪化したような場合においても、下水処理場から放流される処理水のリンの水質を常に良好に維持して、リン除去を行なうことができる。また、リン成分濃度計測手段および有機物成分濃度計測手段を下水処理場の流入部分に設置しないような場合にも適用することができ、さらに曝気槽部分での濃度を計測することにより、制御性をより一層良好とすることができる。

また、請求項3に対応する発明は、上記請求項1または請求項2のいずれか1項に対応する発明の下水処理場水質制御装置において、リン成分濃度計測手段として、リン酸性リン濃度、全リン濃度のいずれかを計測する濃度計を用い、また有機物成分濃度計測手段として、生物化学的酸素要求量(BOD)、化学的酸素要求量(CODMn、CODcr)、全有機炭素量(TOC)のいずれかを計測する濃度計を用いるようにしている。

従って、請求項4に対応する発明の下水処理場水質制御装置においては、下水処理場に流入する流入水の流量、水質成分の計測値、および手分析による水質試験結果の各時系列データに基づいて、下水処理場に流入する流入水のリン成分濃度、及び有機物成分濃度を予測し、当該予測値を使用して、C/P比を演算することにより、リン成分濃度計測手段、有機物成分濃度計測手段の設置が困難な場合、あるいはリン成分濃度計測手段、有機物成分濃度計測手段が故障したような場合においても、十分に制御を行なうことができる。

以下、本発明の実施の形態について図面を参照して詳細に説明する。

(第1の実施の形態)
図1は、本実施の形態による下水処理場水質制御装置の構成例を示すブロック図であり、図7と同一部分には同一符号を付してその説明を省略し、ここでは異なる部分についてのみ述べる。

一方、基準C/N比設定器7によって設定される基準C/N比PCnbaseの値は、対象となる下水処理場によって異なるが、効率的な窒素除去を行なうためには、BOD/t−N比として3〜4を確保することが必要であるということから、BOD/TOC比を加味して、4〜6程度の値を設定することが好ましい。

炭素源のTOC濃度CcarbonTOCは、使用する炭素源(メタノール、エタノール、酢酸、廃酢酸、グルコースetc)と溶液の濃度が既知であれば、容易に求めることができる。

本下水処理場水質制御装置によって、C/N比が低下した場合、すなわち効率的窒素除去に必要とされる有機物量が不足した時にのみ、必要量の炭素源を注入することができ、炭素源の過剰注入のない効率的な窒素除去を行なうことができる。

上述したように、本実施の形態による下水処理場水質制御装置では、以下のような効果を得ることができる。

(a)制御対象として、炭素源注入ポンプ19を使用するようにしているため、注入量に応じたC/N比を容易に演算することができ、過剰な炭素源の注入を行なうことなく、効率的窒素除去を行なうために必要とされるC/N比以上の値に保つことが可能となる。

(b)有機物成分を計測するセンサとしてTOC計4を、窒素成分を計測するセンサとして全窒素計5を使用するようにしているため、正味の有機物、窒素比を演算することが可能となる。

(c)基準C/N比設定器7により、基準C/N比PCnbaseを設定しさえすれば、全てのパラメータを演算することが可能であるため、パラメータ調整の必要がない。
