【発明の属する技術分野】
本発明は、ＩＴＦＳ（ＩｎｔｅｒｎａｔｉｏｎａｌＴｏｌｌＦｒｅｅＳｅｒｖｉｃｅ：国際フリーダイヤルサービス）等の海外に於ける携帯電話機の通話サービスに課金される通話料金の管理を行うシステムに関するものである。

【従来の技術】
海外の出張先等で携帯電話機を利用して国内の本社と連絡をとる必要がある利用者に対して、その海外で利用可能な携帯電話機の通話サービスが提供されている。

このことに伴い、その携帯電話機に係る通話料金もその携帯電話機に課金されるシステムが提供されているが、訪問する国によっては、通話相手先の電話機からその携帯電話機に着信した場合でも、その携帯電話機に最低通話料金が課せられるが、発信側のみに通話料金が課金されることが前提になっているのが現状である。

又、海外に於ける携帯電話機の通話サービスを利用した課金システムの事例として、例えば、特開２００２−３５４１５７号公報に開示されている「電話転送課金システム及び電話転送課金方法」が示すように、移動機（携帯電話機）を契約している加入者（勤務者）が発信する際に発生する通話料金を、発信者や着信者に代えて第三者（勤務会社）に請求することが行われている。しかしながら、前述の問題点を解決する為の着信の際に携帯電話機に課せられた最低通話料金を把握して、その携帯電話機に課金することは行われていない。

【発明が解決しようとする課題】
以上のような問題を解決する為に本発明では、海外に於ける携帯電話機の通話サービスに課せられる通話料金に於いて、携帯電話機から発信した場合にその携帯電話機に課せられる発信通話料金と携帯電話機が着信を受けた場合にその携帯電話機に課せられる最低通話料金と、携帯電話機が着信を受けた場合にその通話相手先の電話機に課せられる着信通話料金とをこの携帯電話機に課金してその管理を行うシステムを提供することを目的とする。

【課題を解決するための手段】
上記目的を達成する為、請求項１に記載の発明は、海外に於ける携帯電話機の通話サービスに課金される通話料金の管理を行うシステムであって、
前記通話サービスの利用者側が備える携帯電話機と、その携帯電話機の通話相手先側が備える通話先電話機と、これらの携帯電話機と通話先電話機とに通信ネットワークを介して接続される中継局業者側が備える複数の中継局装置とを少なくとも備え、
複数の前記中継局装置の中には、前記課金管理を行う課金管理装置を含み、
前記課金管理装置が、前記通話先電話機の課金管理を行う電話会社側が備える電話会社汎用機と通信ネットワークを介して更に接続され、
前記携帯電話機が、前記課金管理装置に自動接続する為にその携帯電話機に搭載、又は着脱自在に装着される自動接続装置を備え、
前記自動接続装置が、前記課金管理装置の電話番号と、前記携帯電話機から前記通話先電話機への発信形態による通話料金を管理する為の課金番号とを少なくとも登録した記憶装置と、
前記携帯電話機からの前記発信形態による要求信号に応答して、前記記憶装置の前記課金管理装置の電話番号より該当する前記課金管理装置に接続して、前記通話先電話機の電話番号の指定を受け付けて、前記課金番号と前記通話先電話機の電話番号とを含む発信情報を作成して前記課金管理装置に送信する自動接続手段とを備え、
前記課金管理装置が、前記課金番号毎に前記携帯電話機の電話番号と前記通話サービスの積算発信通話時間と積算発信通話料金と積算最低通話料金とを含む課金管理情報を少なくとも登録する課金管理データベースと、
前記自動接続装置からの発信情報を受信して、その発信情報の携帯電話機の電話番号と通話先電話機の電話番号とより、この携帯電話機と通話先電話機間の通話時間を計測し、前記発信情報の課金番号とこの通話時間に相当する発信通話料金とを含む発信通話料金情報を作成して前記課金管理データベースに登録し、前記発信情報の課金番号より前記課金管理データベースを検索して該当する前記課金管理情報を取得し、その課金管理情報の積算発信通話時間と積算発信通話料金とにそれぞれ前記発信通話時間と前記発信通話料金とを加算してその課金管理情報を更新する発信通話料金課金手段とを備え、
前記電話会社汎用機は、前記携帯電話機の電話番号と前記通話先電話機から前記携帯電話機への着信形態の際に前記携帯電話機に課金された最低通話料金とを含む最低通話料金情報を少なくとも登録した通話料金データベースと、
前記最低通話料金情報を前記課金管理装置に送信する通話料金送信手段とを備え、
又、前記課金管理装置は、前記電話会社汎用機からの前記最低通話料金情報を受信して前記課金管理データベースに登録し、前記携帯電話機の電話番号より前記課金管理データベースを検索して該当する前記課金管理情報を取得し、その課金管理情報の積算最低通話料金に前記最低通話料金情報の最低通話料金を加算してその課金管理情報を更新する通話料金受信手段を更に備えることを特徴とする。

この請求項１に記載の発明によれば、海外に於ける携帯電話機の通話サービスを利用する利用者は、通話相手先電話機から携帯電話機への着信形態に於いて、携帯電話機に課金された最低通話料金もその携帯電話機に課金することができる。

以下、本発明の一実施の形態を図に基づいて詳細に説明する。

図１に示すように、海外に於ける携帯電話機１０の通話サービスを利用する利用者側が備える携帯電話機１０と、その携帯電話機１０の通話相手先側が備える携帯電話機や固定電話機等の通話先電話機１と、通話先電話機１の課金管理を行う電話会社側が備える汎用コンピュータ等の電話会社汎用機２０と、海外に於ける携帯電話機１０の通話サービスの通話料金を管理する管理側が備える管理端末機２と、これらの携帯電話機１０と通話先電話機１と電話会社汎用機２０と管理端末機２とにインターネット網３を介して接続される中継局業者側が備える複数の中継局装置３０とから構成され、複数の中継局装置３０の中には、通話料金の課金管理を行う１基の課金管理装置３１を含む。

明細区分には、「最低通話料金情報」、「着信通話料金情報」が設定される。

課金管理装置３１は、海外に於ける携帯電話機１０の通話サービスを利用する携帯電話機１０に課金される通話料金の管理に必要な情報を登録する為の課金管理データベース４０と、携帯電話機１０と管理端末機２からの検索要求を受信して、課金管理データベース４０の検索結果を、インターネット網３を介して送信するＷｅｂサーバー３２と、課金管理データベース４０を管理するデータベースサーバー３３と、海外に於ける携帯電話機１０の通話サービスを利用する携帯電話機１０に対して、その通話料金の課金管理業務処理を行うアプリケーションサーバー３４とから構成される。
課金管理データベース４０は、課金管理テーブル４１と課金明細テーブル４２とから構成される。

課金管理テーブル４１は、海外に於ける携帯電話機１０の通話サービスを利用する携帯電話機１０に対して、その通話料金の課金管理を行う為の課金管理情報を記録するものである。
課金管理情報には、検索キー部である課金番号と、検索キー部である携帯電話機１０の電話番号と、データ部に属する契約事業所名、担当部署、担当者名、連絡先（住所、電話番号、メールアドレス）積算発信通話時間、積算発信通話料金、積算最低通話料金、積算着信通話時間、積算着信通話料金、登録年月日等の情報を格納する。

明細区分に「最低通話料金情報」、「着信通話料金情報」が設定される場合は、電話会社汎用機２０から送信された最低通話料金情報と着信通話料金情報とより作成してこの課金明細情報に登録される。

又、課金管理装置３１に於ける処理手段５０は、発信通話料金課金手段５１、通話料金受信手段５２、及び通話料金検索手段５３から構成される。

自動接続手段１３は、携帯電話機１０からの発信形態による要求信号に応答して、記憶装置１２の課金管理装置３１の電話番号より該当する課金管理装置３１に接続して、通話先電話機１の電話番号の指定を受け付けて、課金番号と通話先電話機１の電話番号とを含む発信情報を作成して課金管理装置３１に送信する。
操作案内送信手段１３ａは、携帯電話機１０からの通話先電話機１の電話番号の指定を受け付ける際に、操作案内情報の音声をその携帯電話機１０に送信する。

以下に、自動接続手段１３と操作案内送信手段１３ａとを統合した処理手順を詳細に説明する。
（１）携帯電話機１０からの発信形態による要求信号に応答して、記憶装置１２に登録されている課金管理装置３１の電話番号と課金番号とを取得して、課金管理装置３１の電話番号に該当する課金管理装置３１に接続する。
（２）操作案内ファイル４３より「通話先電話機１の電話番号の指定を要求する際、その操作案内を通知する音声」が録音されている操作案内音声を取得し、その操作案内音声を携帯電話機１０に送信する。
（３）携帯電話機１０から通話先電話機１の電話番号の入力を受け付けて、（１）の処理で取得した課金番号より課金管理テーブル４１を検索して該当する課金管理情報を取得する。
（４）（１）の処理で取得した課金番号と、（３）の処理で入力を受け付けた通話先電話機１の電話番号と、（３）の処理で取得した課金管理情報の携帯電話機１０の電話番号とより、発信情報を作成して課金管理装置３１に送信する。

又、（１）の処理で着信通話料金情報を受け付けた場合は、その着信通話料金情報の携帯電話機１０の電話番号より、課金管理テーブル４１を検索して該当する課金管理情報を取得し、その課金管理情報の積算着信通話時間と積算着信通話料金とに、（１）の処理で受け付けた着信通話料金情報の着信通話時間と着信通話料金とを、それぞれ加算してその課金管理テーブル４１を更新する。
