【課題を解決するための手段】
本発明の構成の要旨とするところは、
河川の底部を掘り下げてタンク用凹部を構成し、該タンク用凹部の底面及び周側面を遮水手段で被覆してその内側にタンク用空間を生じさせ、該タンク用空間内に複数の単位骨格部材を充填して空間保持骨格を構成するとともに、該空間保持骨格の上部を被覆材で透水状態に被覆した用水貯留タンクであり、これによって前記課題を解決することができる。

前記タンク用凹部は、平面から見て長さ方向に沿ってほぼ長方形が適当であるが、特別に形状を限定する必要はない。
