本発明は上記目的を達成するために、流量測定部と、前記流量測定部に配置された第一および第二の超音波振動子と、前記振動子からの信号を基に流量を算出する流量演算部と、前記流量測定部の上流側または下流側に配置された流量制御弁と、前記流量制御弁の駆動部と、前記駆動部の制御部とを有し、前記流量制御弁を通る流れと前記流量測定部の流れとがほぼ直線状になるよう前記流量制御弁と前記流量測定部とは配列され、前記流量制御弁は、前記流量測定部の上流側に配置され、固定開口板と、回動開口板と、前記回動開口板と前記固定開口板の密着性を高める押圧部材とを有し、前記駆動部が駆動モータであり、前記押圧部材と前記回動開口板との間に滑り部材を配置したものである。
