このような現場作業において、従来から、常に列車の監視を専従で行う監視員を配置し、さらに臨時のダイヤ変更、列車の遅延に対し、中央指令と作業現場の間で安全のための確認を何重にも施した上、電話もしくはファクシミリ等により相互に連絡し合うことにより作業員の安全確保が行われていた。ここでは、中央指令側の操作員が運行管理システムからの情報に基づいて列車の遅延などの列車情報を確認して、作業現場と人為的に繰り返し通信するものであった。
