上アームと及び該上アームの一端に回動自在に連結する下アームとによってなるアームと、油圧シリンダ装置と、該下アームの一端が回動自在に連結する調整手段とを含んでなり、該機械部収納フレームの該収納空間に設ける油圧装置と
両側に安全装置を設け、かつ内側の面には補強リブを格子状に形成するとともに、該補強リブには支軸を具え該上アームの一端を軸支する軸支座を設け、別途該補強リブを延伸させて一対の対向する連結板を形成し、かつそれぞれの該連結板に貫通孔を穿設して支軸を設けて該ヒンジ固定座に連結する軸支部を形成し、さらに水平方向の両端に赤外線検知手段を設け、該収納空間に設ける止水板本体と、
建物の出入り口の両側に、該止水板本体の両端がそれぞれ当接するように立設し、かつ赤外線検知手段を具える当接柱体と
少なくとも自動制御手段と、直流動力で作動し該油圧シリンダ装置を駆動する油圧モータと、無停電電源システムを具える蓄電手段とを含んでなり、かつ該自動制御手段が該油圧モータと該当接柱体に設けた赤外線検知手段と該止水板本体に設けた赤外線検知手段とに電気的に接続して該油圧モータを作動させ、かつ該当接柱体に設けた赤外線検知手段と該止水板本体に設けた赤外線検知手段とが出力する信号を受信して該油圧モータの作動の制御を行うリモートコントローラーと、を含んでなることを特徴とする止水板装置。
