本発明は、図2に示すようにオイルフェンス5とオイルフェンス6との間に間隔部7を設け、該間隔部7にフロート8を有するスペーサー9の両端部をそれぞれ近接するオイルフェンスに固着することによって区画部10を設けることができる。
