前記管理センタは、
前記車両特有の情報からドライバを特定し、当該ドライバの通信端末機に発信する手段と、
前記ドライバの通信端末機からの返信が発信後所定時間以内にない場合、前記ドライバに緊急事態が発生したと判定する手段と、を有することを特徴とするシステム。
