本実施の形態の配線板10が、JISの基準を満たす程の引き剥がし強度を備えることができた第2の理由は、製造過程にある。アルマイト層2は酸性溶液に侵され易く、侵された結果、その一部が溶解された場合には、構造的に脆くなってしまい、引き剥がし強度が低下する。しかし、本実施の形態に係る製造過程を経た場合、高絶縁層2Aが酸性溶液に接触することはないため、JISの基準を満たす程の引き剥がし強度を備えることができた。なお、この引き剥がし強度は、上述の封孔処理の有無に影響される。その理由は、封孔処理で、アルマイト層2の微細な孔をアルマイト等で封孔することにより、アルマイト層2が緻密化する結果、引き剥がし強度が向上するためである。なお、封孔処理によってアルミニウム基板1の耐候性・耐蝕性が向上したことは言うまでもない。
