図1に示したように緑化マットは4層に区分され、最下層は遮水シートで水分を緑化マット内に留めおけるようになっている。遮水シートの上に保水シートが設けられ水分を保持し、その上部にコケが生育可能となっている。最上部は網状体でコケが緑化マットからこぼれ落ちないようにすると共に、保水シート上に発現したコケが網状体の網目から伸びだし、緑化マットの表面が緑となる。
緑化マット内には内部の保水性シートに水分が供給できるようその表面に細孔を有する配管が貫通している。緑化マットは内部の保水シート、コケがこぼれ出ないように端部が袋状に閉じられている。
