  In FIG. 13, the pin 31 is formed by integrally forming a pin flange 29 and a pin shaft portion 30 depending from the pin flange 29. The pin shaft portion 30 has a first circumferential groove 33 formed at the tip and a second circumferential groove 34 formed at an intermediate position. In the through hole 27 formed in the flange 6A and the shaft portion 7A of the clip 1A, an elastic engagement portion 35 that engages with the circumferential groove 33 or 34 is formed near the boundary between the flange 6A and the shaft portion 7A. When the pin shaft portion 30 is inserted into the through hole 27 and the elastic engagement portion 35 is engaged with the first circumferential groove 33, the pin 31 is inserted to the intermediate position, but the pin shaft portion 30 is inserted into the shaft portion 7A. The pin 31 is connected to the clip 1 without being inserted. This state is a pinned state of the pin 31 and can prevent the pin 31 from being lost. In this temporarily fastened state, the pin shaft portion 30 is not inserted into the shaft portion 7A, so that the first elastic locking piece 9 can be bent inward, and the shaft portion 7A can be inserted into the mounting hole of the second mounting member 23.   1. A coupling device for coupling the first mounting member to the second mounting member,
