【発明の属する技術分野】
本発明は、国への会計報告が必要となる独立行政法人等の会計システム及び財務諸表など企業会計原則に従った報告が必要な機関において予算科目から勘定科目へ自動的に仕訳を行う勘定科目自動仕訳方法及びそのプログラムに関する。

【従来の技術】
従来より、一方では国家から財源措置を受け、他方では一般企業と類似の活動を行う組織体として、独立行政法人がある。通常、独立行政法人は、例えば○○センター、××研究所、△△資料館などの名称を持って活動している。これらの独立行政法人のほかにも、その業態の大きさや内容によって、公益法人、特殊法人なども存在している。

ところで、上記の独立行政法人の制度は、国民の需要に基づいた的確な行政サービスを提供するという行政改革の基本理念にたって創設された制度である。このような制度から、業務実施によって発生した経費の内部を国民に対して開示する義務があり、その報告は原則として企業会計原則(勘定科目での複式簿記形式)により行われることになっている。

この企業会計原則に基づいて会計を行うについては、独立行政会計基準『独立行政法人会計基準の設定について』によれば、独立行政法人による業務の遂行状況について的確な把握の資すること、すなわち、独立行政法人に負託された経済資源を情報開示の対象とし、独立行政法人の運営状況のみならず財政状態についても補足しうるものでなければならない、と説かれている。

したがって、独立行政法人の事業費のほとんどは、国からの財源措置(運営費交付金、施設費、受託費)に拠っていることから、従来の官庁会計(省庁や国立の研究所さらには大学などで行われてきた予算科目による単式簿記)による報告のみではなく、これに併せて、企業会計(勘定科目での複式簿記)を追加した形での報告が必要となっている。また、監査においても、従来国で行われている会計検査院による監査と、企業会計内容の確認のために会計監査法人の監査を受けている。

図12は、独立行政法人の官庁会計における予算科目の予算体系の例を示す図である。同図には、木構造の上位に「運営費交付金」と「受託研究費」を示し、一方の運営費交付金の下層位に「人件費」と「プロジェクト研究」が示されている。人件費には¥10,000の予算額が計上されている。プロジェクト研究には更に下層位の「一般管理費」、「A研究」、「B研究」が示されている。一般管理費には¥30,000、A研究には¥40,000、そしてB研究には¥20,000の予算額が計上されている。A研究、B研究のように研究に係わる科目は、研究対象が増加するごとに順次科目数が増加していく下層位の科目である。

もう一方の受託研究費の下層位には「○○省庁から受託」が示されており、更にその下層位に「一般管理費」、「業務費」、「研究費」が例として示されている。そして、一般管理費には¥50,000、業務費には¥70,000、そして研究費には30,000の予算額が計上されている。なお、官庁会計における予算科目は上記に示す運営費交付金と受託研究費だけというわけではない。

図13は、予算科目の最も一般的に使用される科目名を一覧にして示す図表である。同図に示すように、予算科目名称は、木構造の上位に上述した「運営費交付金」のほかに「施設整備費補助金」、「受託事業収入等」、及び「自己収入」が定義されており、その下層位の科目名も合わせて全部で21種類ほどの科目名が定義されている。なお、上記の「受託事業収入等」は、図12では「受託研究費」となっている科目名である。

このような官庁会計に基づく会計業務の執行では、主として4種類の伝票が発行される。すなわち、▲1▼契約決議書(契約するための事前書類)、▲2▼債務計上伝票(仕訳伝票)、▲3▼即支払決定決議書(請求書のみで処理をさせる伝票、例えば交通費等)、及び▲4▼購入依頼書(現場からの購入手続き依頼伝票)である。一般の企業の会計伝票とは伝票の種類も少なく、伝票の名称もまるで異なる。

図14は、上記の予算科目に対して、他方の企業会計における複式簿記会計に用いられる勘定科目の木構造の例を示す図である。なお、同図の科目名の後に括弧付きの☆印を付与して示す勘定科目は、予算科目による取引にかかわる勘定科目である。

企業会計における勘定科目は極めて多岐にわたっており、同図に示す予算科目は、木構造の最上位に位置する「資産」、「負債」、「資本」、「収益」、「費用」の各科目、及び資産と負債の下層にそれぞれ位置する「流動資産」及び「固定資産」と「流動負債」及び「固定負債」は、不動の勘定科目であるが、その他の勘定科目の下層位の勘定科目は同図に示す以外にも多数ある。

例えば「資産」の部では、その流動資産の下層部には、現金、普通預金、未収金を始めとして通常でも最低で14科目が存在する。また、固定資産の下層部には、建物、機械、車両、工業所有権をはじめとして種々の業種に対応する科目を総合すると最低でも72程度の数の科目名が存在する。また「負債」の部では、一般的に流動負債では、運営費交付金債務、未払い金、前受け金をはじめとして13科目、固定負債では資産見返負債(運営費交付金)をはじめとして6科目程度は最低でも計上される。

また、「資本」の部では、資本金、資本剰余金をはじめとして一般的には12科目程度あるが、独立行政法人などでは、一般企業とは異なる特別な名称の科目名が3科目ほど追加される。また、「収益」では、売り上げ、受け取り手数料、運営費交付金収益、雑益等をはじめとして、ざっと28科目程度の科目名が使用される。

更に、「費用」では、同図には図示を省略しているが、人件費(給与)、福利厚生費、原価償却費、通信費、消耗品費、交通費などをはじめとして、ざっと36科目程度の科目名が使用される。

ただし、これらは、必ずしも使用が認められている科目名でのみ勘定を計上しなければならないというわけではなく、企業の規模によって、規模が大きい場合には更に細分化した科目名を用いたり、規模が小さい場合には例えば電気、水道、ガスの勘定を「水道光熱費」又は「光熱水料費」として一括して計上する場合もある。

いずれにしても、予算科目の科目数に比較して勘定科目の科目数が多いことは予算科目にのみ馴染んできた人々にとっては想像を絶するほどのものである。
図15は、そのような独立行政法人の会計上の条件の中で発生する予算科目と勘定科目とからなる会計業務の一般的な流れの例を示す図である。同図の上一段目に示す会計業務の流れは、購入、契約、受入、未払計上、支払、確定と流れていく。このとき作成される伝票の内容は、同図の上から二段目に示す予算科目では、上記会計業務の流れの「購入」(購入計画又は購入要請)に対しては「運営費交付金 ○○研究費 ¥600」、「契約」(外部業者への実際の発注)に対しては「運営費交付金 ○○研究費 ¥500」(ここでは外部業者が¥100値切られている)、「受入」に対しては「運営費交付金 ○○研究費 ¥500」となっている。このように、費用の出元と出費対象とその金額のみが計上されていく。

そして、同図の上から三段目に示す勘定科目では、上記会計業務の流れの「未払計上」の段階で「(仕訳):借方に運営費の¥500、貸方に未払金の¥500」を計上する複式簿記の仕訳が行われる。更に続く会計業務の流れの「支払」では「運営費交付金 ○○研究費 ¥500」という予算科目の仕訳となり、流れの最後の「確定」で再び「(仕訳):借方に未払金の¥500、貸方に現金の¥500」を計上する複式簿記の仕訳が行われる。

尚、会計業務における自動仕訳については、従来、伝票を生成する際に各部門で共通のコードを利用することで最終的に伝票の処理を行なう部門での勘定科目への仕訳を容易にするというものや(例えば、特許文献1参照。)、会計帳簿から取引明細を遡及できるようにするために取引データに整理番号やモニタ番号を付与するというものや(例えば、特許文献2参照。)、取引に関する情報を元に自動仕訳を行なう方法を開示したもの(例えば、特許文献3参照。)、取引分類やパターンの情報を元に会計帳簿上に自動仕訳を行なう(例えば、特許文献4参照。)などが知られている。

【発明が解決しようとする課題】
ところで、近年、国立の研究所や大学などの独立行政法人化が進められることに伴い、それらの組織が独立行政法人となった場合には、その会計方法も、前述したように従来の予算科目だけではなく一般企業と同様の勘定科目に基づいた処理も並行して行なう必要が出てくる。すなわち、会計上の仕訳を行う際には、図15の会計業務の流れの「受入」→「未払計上」及び「支払」→「確定」のところで示したように「予算科目+使途+受入内容」で勘定科目を作る必要がある。つまり、独立行政法人の会計システムとして国で行われている事項と通常民間で行われている事項とを組み合わせた会計システムが必要になってくる。

しかしながら、独立行政法人に求められている会計業務は、図12及び図13にも示したように、官庁会計の独特な予算科目(予算の出所を表す情報を含んだ科目)を含んだものであり、他方の企業会計の勘定科目は予算の科目数に比較して特段に多数の勘定科目数を持っているので、取引に関わる官庁会計方式の伝票から勘定科目の生成を、一般的に行なわれている企業会計の自動仕訳による仕訳方式で行おうとしても対応しきれない。

特に官庁会計の予算科目は費用の出元を表現しており、また、独立行政法人では、運営費交付金の収益化の仕訳を成果進行型、期間進行型、費用進行型のという特殊な方針で計上することになっているため、このような予算科目からだけでは、企業会計の勘定科目へは変換できないのである。

また、上記のように国立の組織から独立行政法人に移行した場合、それまで官庁会計の予算科目にだけに馴染んできた会計担当者にとっては、企業会計の複式簿記による仕訳方式も勘定科目も分からないため、勘定科目を使用した企業会計方式の仕訳を作るのはなかなか困難である。

また、仕訳科目の問題ばかりでなく、予算科目と勘定科目とでは処理する伝票形式も異なるから、例えば図15で示したように会計業務の執行管理が予算科目から勘定科目ヘ切り替えられる処理点(図15に会計業務の流れとして示した「受入」→「未払計上」及び「支払→確定」)において、未払い計上と確定消込という作業が、今までの予算科目だけの官庁会計方式の業務の中にはなかった業務であるため、伝票への記入作業つまり仕訳記入漏れが生じてしまうことがしばしばあり、独立行政法人の会計処理における勘定の不一致が生じる要因ともなっていた。

そして、従来から提案されている会計業務における自動仕訳については、いずれも一般企業の通常の勘定科目によって仕訳を行う会計の考え方のみに則って行われるものであって、支払に用いる予算の出所は考慮されていない。つまり、独立行政法人等の会計業務における官庁方式の官庁会計の「予算」との関連が考慮されていない、換言すれば独立行政法人等の会計業務についての認識が全く含まれていない会計方式であるといえる。

本発明の課題は、上記従来の実情に鑑み、独立行政法人等における官庁会計の予算科目から企業会計の勘定科目を自動的に導き出す勘定科目自動仕訳方法及びそのプログラムを提供することである。

【課題を解決するための手段】
以下に、本発明に係わる勘定科目自動仕訳方法及びそのプログラムの構成を述べる。

先ず、請求項1記載の発明の勘定科目自動仕訳方法は、予算科目を含んだ官庁会計伝票の記載内容と財務会計の勘定科目とを関連付ける関連付けデータを有する複数のレコードから成る科目関連テーブルを記憶するテーブル記憶工程と、起票された伝票の少なくとも予算科目を含んだ所定の項目を元に所望の上記レコードを上記テーブル記憶手段に記憶されている科目関連テーブルから検出する検出工程と、該検索工程により検出された上記レコードの上記関連付けデータに基づいて振替伝票を印刷発行又は表示装置に画面表示する振替伝票生成工程と、を含んで成る。

上記検出工程は、例えば請求項2記載のように、上記予算科目を含んだ所定の項目と一致する項目を上記関連付けデータ内に有する上記レコードを検出するように構成される。

また、上記レコードは、例えば請求項3記載のように、一致数データと一致信頼度データとを更に有し、上記検出工程は、上記予算科目を含んだ所定の項目と一致する項目を上記関連付けデータ内に有する上記レコードを検出できなかったとき上記予算科目を含んだ所定の項目と類似する項目を上記関連付けデータ内に有する上記レコードの中の一致数データ又は一致信頼度データの最も大きいレコードを検出するように構成される。

そして、この勘定科目自動仕訳方法は、例えば請求項4記載のように、一方では、上記振替伝票生成工程により生成された振替伝票の内容が正しい仕訳であることが外部からの入力により確認されたとき、該振替伝票の生成に用いられた上記レコードの上記一致数データを「1」インクリメントすると共に上記一致信頼度データの信頼度が上昇するように演算により更新し、他方では、上記振替伝票生成工程により生成された振替伝票の内容が誤った仕訳であることが外部からの入力により確認されたとき、該振替伝票の生成に用いられた上記レコードの上記一致数データを「1」デクリメントすると共に上記一致信頼度データの信頼度が下降するように演算により更新する一致率更新工程を更に含んで構成される。

次に、請求項5記載の発明のプログラムは、コンピュータに、官庁会計伝票の記載内容と財務会計の勘定科目とを関連付ける関連付けデータを有する複数のレコードから成る科目関連テーブルを記憶装置に記憶させる処理と、起票された伝票の少なくとも予算科目を含んだ所定の項目を元に所望の上記レコードを上記記憶装置に記憶されている科目関連テーブルから検出する検出処理と、該検索処理により検出された上記レコードの上記関連付けデータに基づいて振替伝票を印刷発行又は表示装置に画面表示する振替伝票生成処理と、を実行させるように構成される。

【発明の実施の形態】
以下、本発明の実施の形態を図面を参照しながら説明する。
図1は、一実施の形態における勘定科目の自動仕訳を行う仕訳サーバを中心とする勘定科目自動仕訳システムの構成を示すブロック図である。同図に示すように、勘定科目自動仕訳システム1は、仕訳サーバ(装置)2と、複数の操作者端末3(図には1台のみを示している)と、これら操作者端末3と仕訳サーバ2が接続されたネットワーク4とで構成される。

上記の仕訳サーバ2は、特には図示しないが、CPU(central-processing-unit)を備え、このCPUにバスを介して接続されたROM(read only memory)、RAM(random-access-memory)及び内臓の大型記憶装置を備えている。ROMにはBIOS(Basic-Input/Output-System)が格納されており、大型記憶装置には、仕訳サーバ2でCPUが動作するための仕訳サーバ(ソフト)の一部を構成する少なくとも伝票情報受付処理プログラム5及び仕訳処理プログラム6が格納されている。これらのプログラムは、BIOSの元で動作するCPUによって順次RAMに呼び出されて後述する勘定科目自動仕訳の処理が行われる。

また、上記の仕訳サーバ2には、CPUに上記のバス及び不図示のインターフェースを介して3台の外部記憶装置が接続されている。これらの外部記憶装置には、それぞれ上記の伝票情報受付処理プログラム5及び仕訳処理プログラム6と連携して用いられる予算科目テーブル7、勘定科目テーブル8、及び変換テーブル9が格納されている。予算科目テーブル7は、図12及び図13に示したと同様の予算科目から成るテーブルであり、勘定科目テーブル8は、図14で説明したと同様の多数の勘定科目から成るテーブルである。なお、変換テーブル9については後述する。

更に、上記の仕訳サーバ2には、CPUに上記のバス及び不図示のインターフェースを介して記録媒体装置11、表示装置12、及びキー入力装置13が接続されている。記録媒体装置11は、FD(floppy-disk)、CD−ROM/RW(compact-disk-ROM/Read-Write)、MO(Magnet Optical disk)、フラッシュメモリ等の携帯可能な記録媒体であり、上述した各種プログラムやデータを記録する。なお、ネットワーク4も後述すように操作者端末との連携処理においてプログラム媒体を構成している。

これら紐付け要素部17の財源、セグメント、取引区分、収益区分、及び支払区分の官庁会計処理から抽出された一連のデータに対応する財務会計の勘定科目の借方および貸方の仕訳パターンのデータが、仕訳パターン部18にそれぞれ格納されている。

図3は、この勘定科目自動仕訳システムにおける業務処理の流れを示す図である。同図を用いて、仕訳サーバ2のCPUによって処理される勘定科目自動仕訳の動作を説明する。

同図の上段に示すように、業務の流れは、購入21→契約22→受入23→未払計上24、と進んでいく。上記の購入21、契約22、受入23までは、官庁会計で処理される。この購入21→契約22→受入23の流れの中で、購入者、契約者、及び受入者によって使用される書類(伝票)には、予算科目、その予算が使用される購入対象、その購入対象に係わるプロジェクト名、その予算を使用する者つまり購入元の部署と氏名、購入先の名称、支払条件等の種々の必要事項が記入される。

同図に示す例では、購入21の段階では、予算科目を用いる伝票処理では、予算科目として運営費交付金、プロジェクト研究費、A研究、予算利用額として1,500円、の各官庁会計用のデータが記載され、その下に伝票情報として、件名:PC(パーソナルコンピュータ)の購入、場所:SE(システムエンジニア)室、部署:××センター、氏名:○越△夫、の記載がある。

最初に記載されている予算科目の「運営費交付金」は、この会計伝票を執行する際の財源を示している。また、伝票情報の記載内容のうち、図に梨地背景で示す「部署:××センター」の記載項目は、図2の変換テーブル9の紐付け要素部17におけるセグメントのデータ領域に対応する紐付け要素となるデータであり、これによって後に検索すべきセグメントが決定する。

これらのデータは、契約するための事前書類である契約決議書に書き込まれたデータの例を示している。また、購入21の段階で示されている費用(購入予定金額)1、500円が、この契約22の段階で1,000円となっているのは、購入元の契約担当者によって購入物品が値切られた、又は実際の契約価格が当初購入依頼時の部署内見積り価格よりも安かったことを示している。

次に、受入23の段階では、予算科目を用いる伝票処理では、予算科目として運営費交付金、プロジェクト研究費、A研究、予算利用額として1,000円、の各官庁会計用のデータが記載され、その下に伝票情報として、受入数:1件、受入物件内容:資産、収益:費用進行型、支払区分:普通預金、の記載がある。これらのデータは、所定の形式からなる官庁会計の受け入れ書に書き込まれたデータの例を示している。

これらの記載内容のうち、図に梨地背景で示す「受入物件内容:資産」、「収益:費用進行型」及び「支払区分:普通預金」の記載項目は、変換テーブル9(図2も参照)の紐付け要素部17における取引区分、収益区分、及び支払区分のデータ領域に対応する紐付け要素となるデータであり、これによって後に検索すべき取引区分、収益区分、及び支払区分が決定する。

そして、未払計上24の段階で、上記の官庁会計で各書類(伝票)に記載された各種の項目から抽出された予算科目と紐付け要素データとに基づいて、変換テーブル9が検索される。すなわち、予算の情報(同図の例では予算科目「運営費交付金」)を含む紐付け要素(梨地背景部分の記載内容)を加味して自動仕訳を行うべく変換テーブル9が検索される。この検索では、官庁会計で各書類に記載された予算科目を含む紐付け要素データが図2に示した変換テーブル9の各レコード16における紐付け要素部17のデータと比較される。

そして、官庁会計書類から抽出された予算科目を含む紐付け要素データと一致するデータが紐付け要素部17にあるレコード16が検出されたときは、そのレコード16の仕訳パターン部18に格納されている仕訳要素(仕訳勘定科目データ)に基づいて、財務会計の勘定科目仕訳伝票25が生成され、この生成された勘定科目仕訳伝票25が、仕訳サーバ2の表示装置12及び上記の官庁会計データを入力した操作者端末3の表示装置14の表示画面に表示される。又は、特には図示しないが、印刷装置によって印刷出力される。

同図に示す例では、勘定科目仕訳伝票25は、借方に、資産、1,000円、備考として「A研究」が記述される。借方に資産の勘定科目が記述されるのは、受入23において、受入物件内容が資産となっていたからである。また、この勘定科目に付加されている備考のA研究は、予算科目情報のひとつであるプロジェクト名であり、勘定科目の仕訳と予算科目とを連動させるために付け加えられる情報である。

そして、上記の借方に対応する貸方には、未払金、1,000円、備考「A研究」が記述される。この貸方の勘定科目が未払金となっているのは、受入23において、支払が普通預金となっていたからであり、これは銀行振込で行う予定と同じことであるので、未払いで計上したものである。

また、これらと平行して、更に借方に運営交付金債務、1,000円、備考「A研究」が記述される。これは、受入23において受入物件内容が資産となっておりその場合の収益区分が費用進行型となっているためであり、資産取得と同時に債務の収益化を行ったものである。借方に運営費交付金債務が計上されるのは、運営費交付金という財源で資産を購入しているため、その財源に対応したものである。これは、独立行政法人の会計業務における規定である。同様に、この借方勘定に見合う貸方勘定として、資産見返運営費交付金、1,000円、備考「A研究」が記述される。なお、これらの金額は全て自動設定される。
