【発明の属する技術分野】
本発明は、電力設備の電力使用を調整するコントローラに関わり、特に、近接需要設備との間で運転スケジュールの協調を行い、配電網における電力品質の維持を実現する手段に関する。

【従来の技術】
需要家設備内に設置された分散型電源は、個々の需要家の要求に合わせて、運転されるのが通常である。高効率を求めたベース運転,契約電力を下げるピーク運転,バックアップ運転など、多くの場合、需要家が運転方式を決定して運用している。これら分散型電源が、電力系統に連系される場合には、電力系統側に悪影響を及ぼさないように、一定の約束事を取り交わす。国によって、もしくは、電力系統を運営する事業者によって、そのガイドラインは異なるが、いずれにしても、個別の電力設備について、それを所有する需要家単位に、審査が行われる。分散型電源の運転状態の全ての可能性について、電力系統の品質を乱さないための要件が求められるため、場合によっては、調相設備の設置を要求されたり、連系自体を認可されないことがある。

電力系統を運用する事業者も、それぞれの分散型電源がどのような運転を行っても、定められた電力品質を維持できるように、電力系統の調相設備を設置しなくてはならない。分散型電源は自由に運転されるという前提のもとでは、電力品質の観点で、分散型電源は悪影響を及ぼす方向で評価して、設備配置を考えなくてはならない状況にある。

一方で、電力供給源の観点で、分散型電源が供給する有効電力を、電力系統全体で有効に活用しようという考え方は、従来より検討されていることである。例えば、特開2001−86645号のように、分散型電源の運転方法を協調させることで、電力系統の一部分、もしくは、特定の地域内において、発電計画を最適にすることが可能である。有効電力の観点で考えるため、その協調運転の効果を、経済価値に置き換えやすいといえる。

【発明が解決しようとする課題】
連系を許可した分散型電源全てが自由に運転することを想定した場合、電力系統としては、もっとも厳しい条件で、電力品質の悪化を評価する必要がある。たとえば、容量成分を多く持つ風力発電機等の誘導発電機を備えた分散型電源は、電力系統への並列時に短時間の電圧低下を引き起こすことが懸念される。このような分散型電源の複数が、電力系統に近接して連系して設置される場合には、電力系統の運用を管理する事業者は、それらが同時に並列されても電圧低下が一定以内に抑制できるように、調相設備の計画か、もしくは連系申請に際する条件をつける必要がある。

しかしながら、これらの分散型電源が、極めて近い時刻に、電力系統に並列することは、稀なことである。このように、連系を許可した分散型電源全てが自由に運転することを想定することは、電力系統全体として、それを想定した電力品質の管理というのは、過剰な設備の投資につながる。

【課題を解決するための手段】
分散型電源を含めた電力発生装置、および電力消費装置によって構成される電力設備の複数について、それらの協調運転を調整するコントローラを設置する。協調コントローラは、全体の協調をスケジューリングする運転指令システムから、自身の電力設備に関する運転スケジュールを受信する機能を有している。また、時刻同期手段を備えていて、配信されたスケジュールに従い、系統への解列並列のタイミング、および、力率調整,出力量の調整および運転方式のモード切替えなどを実施できる手段を備える。

運転指令システムの内部で実施された解析計算手段および計画作成手段において、電力系統での品質を一定以内に維持できることを制約条件として、個々の電力設備について運転指令が組まれた協調スケジュールが生成される。系統への解列並列による短時間の電圧低下の回避や、電力設備複数の力率による電圧分布の調整,電圧不平衡の抑制などについて、電力系統全体について評価している。上記の協調スケジュールは、日単位もしくは週単位などで、制御する内容およびその実施時刻について指令組み合わせを記述したものになる。

個々の電力設備において、協調コントローラが協調スケジュールに従って電力設備の運転を調整することによって、上記課題に示したように、連系を許可した分散型電源全てが自由に運転することを想定する必要がなくなる。たとえば、容量成分を多く持つ誘導発電機を備えた分散型電源の複数が、電力系統へ近接して連系している場合、それら分散型電源は若干秒ずらして並列されることが保証される。したがって、電力系統を運用する立場から見ると、調相設備の計画においては設備投資の抑制が期待できる。また、分散型電源を運用する立場から見ると、連系申請の審議において必要要件が緩和されて、経済的な効果を得ることができる。

分散型電源が電力系統の電力品質に与える悪影響と好影響の両面を有効に活用することにより、電力系統運用者および電力設備運用者の全体として、電力品質維持に使用する設備コストを最小限に行えるため、これら複数事業者において経済的効果を共有することが可能となる。

【発明の実施の形態】
図1に、本発明を用いた協調コントローラを備えた電力設備の機能構成を示す。協調コントローラ101は、電力設備102内に設置されている。また、電力設備102は電力系統103に連系していて、連系設備104により系統への並列および解列が実現される構成になっている。

まず、協調コントローラが配置される電力設備の概要を説明する。電力設備
102内部には電力機器が配置されている。本実施例では電力系統103には、連係設備104,構内変圧器105を介して、複数の電力消費装置106が接続している。また、電力発生装置として分散型電源(DPR)107が設置されていて、電力変換装置108を介して、構内配線および電力系統103に連系している。分散型電源の系統連系に際しては、制御盤110が設置されていて、連系設備104の並列解列制御および系統連系に必要な保護機能や単独運転検出機能などを実現している。そのために、電力設備内で系統電圧を観測する装置111からの入力を取り込む構成となっている。

次に、協調コントローラの内部構成と、外部インターフェースを説明する。協調コントローラは、通信手段112を備えていて、外部の通信回線113を介して、データ送受が行える機能を備えている。この通信手段には、大きく2つの役割がある。

通信手段の役割の一つは、電力設備に対する制御スケジュールを受け取ることにある。このため、外部より受信したスケジュールを記憶するスケジュール保持手段114に格納する機能を備えている。

通信手段の役割のもう一つは、外部との時刻同期を行うことである。このために、時刻同期手段115を備えていて、通信によって、遠方の時刻サーバと時刻同期を行うことができる。この時刻同期を時刻把握手段116に対して働きかけることで、協調コントローラ内部タイマは、外部の時刻サーバと同期させることが可能となっている。

このほかの協調コントローラの機能としては、外部との通信以外に関係の無いものもある。スケジュール通りに制御を実施するか否かの判断には、電力設備の電気的状況を条件とする必要がある。このために、前記の電圧観測装置111などから値を取り込む観測値入力手段117を備えている。

以上により、スケジュール保持手段,時刻把握手段,観測値入力手段が実現される。これらを入力として、スケジュールの実施を判断する機能が、スケジュール実行判定手段118および運転指令出力手段119である。スケジュール実行判定手段118においては、常にスケジュール実行について、その要否が検討されている(処理フローは後述)。スケジュールに記載された指令実行条件がそろった時に、運転指令出力手段119によって、電力設備に対する運転指令出力を実施する。図1の場合には、3つの出力系が実装されている。連系設備104を管理する制御盤110に対して並列指令および解列指令が出力される。電力変換設備108に対して力率調整指令が出力される。また、分散型電源107に対しては運転モードの切替えや出力調整に関する指令が出力される。

なお、これらの制御指令は、スケジュール全体として、外部の電力設備との協調を図られたものである。したがって、電力設備は、電力系統の品質維持に貢献できる運転を行うことが実現される。スケジュールの作成については後述する。

図2により、協調コントローラを備えた電力設備の機能構成について、図1とは別形態を示す。まず、協調コントローラが配置される電力設備の概要を説明する。協調コントローラ201、および、電力設備202,電力系統203の関係は、図1の場合のそれらと凡そ同等である。ただし、電力設備202と電力系統203の間の連系点204には、連系設備を備えておらず、系統への並列および解列を制御できる電力設備とはなっていない。

図1の場合と同様に、電力設備202内部には、構内変圧器を介して、複数の電力消費装置205が接続している。図1と異なる点としては、力率を補償する装置として、コンデンサ206やリアクトル207が構内配線および電力系統203に連系している。これら装置205〜207の投入遮断をについては、制御盤208によって制御されている。制御盤208は、電力設備内で系統電圧を観測する装置209からの入力を取り込む構成となっている。

次に、協調コントローラの内部構成と、外部インターフェースを説明する。協調コントローラ内部において、スケジュール保持手段,時刻把握手段,観測値入力手段およびスケジュール実行判定手段の機能構成については、図1と同様である。異なる点は、運転指令出力手段210の外部インターフェースである。図2の場合には、運転指令出力手段210によって、制御盤208に対して、装置205〜207の投入遮断に関する指令が出力される。

図1の場合と同様に、これらの制御指令は、スケジュール全体として、外部の電力設備との協調を図られたものである。したがって、図2の電力設備についても、電力系統の品質維持に貢献できるように、調相を調整した運転を行うことが実現される。スケジュールの作成については後述する。

次に、図3を用いて、スケジュール実行判定手段内部の処理フローを説明する。基本的に、協調コントローラは常時連続運転のため、処理フローは、起動時のみ初期処理を行った後、反復処理を継続する。

初期処理としては、起動301を受けた後、まず、スケジュール保持内容確認302の処理を実施する。図1のスケジュール保持手段114から、スケジュールデータを引き出す。判定処理303によって、引き出されたスケジュールの有無、および、有効なものかを確認する。もし、有効なスケジュールデータが確認できなかった場合には、スケジュール配信待処理304において、新規にスケジュールが配信されるまで待機する。したがって、スケジュールに基づく制御は実施されない。有効なスケジュールが確認された場合には、反復処理に移行する。

反復処理の最初として、次回指令内容・時刻獲得処理305によって、次回に予定されている指令内容およびその時刻について、スケジュールデータから取り出す(スケジュールデータの表記方法については後述)。ここで得られた次回の指令時刻について、時刻把握処理306で把握した時刻と比較する処理を、指令時刻到達判定307で行う。なお、時刻把握処理にて時刻把握手段116より得られる時刻情報は、この処理フローとは別途動作している時刻同期手段115によって時刻サーバと同期していることが保証されている。

指令時刻到達判定307の結果、指令時刻に達していた場合には、指令内容実行処理308において、上記の処理305で獲得した指令内容を運転指令出力手段119に引き渡す。指令時刻に達していない場合には、制御指令は出力させずに時刻待ちとなるが、新しいスケジュールの配信がなかったか確認しておく。スケジュール配信確認処理309で、スケジュール保持手段114に有効な更新があったかどうかを示すフラグ情報を獲得し、判定処理310にて判断する。スケジュールの更新があった場合には、次回指令内容・時刻獲得処理305をやりなおす。

上記スケジュールデータの表記方法の一例について、図4を用いて説明する。これは外部より受信する制御スケジュールの伝送内容と等価な内容である。本実施例では、スケジュールデータは、図4のリストのように、XML記述で表現されている。Scheduleタグ401をルートとして、一連のデータが記述されている。

まず、冒頭部402には、スケジュールデータ自体の属性を示すヘッダ情報が示されている。図4にあるように、スケジュールデータの認識ID,スケジュール作成した配信元,スケジュールを実行する配信先、および、スケジュールの作成日時や有効時限などが記載されている。図3に示したスケジュール実行判定手段においては、スケジュール保持内容確認302や次回指令内容・時刻獲得処理305などで、この冒頭部402の内容を確認して、スケジュールの有効性を確認している。

図4のリストの後半部403には、電力設備内部の装置に対する指令内容を表記するCommand タグの複数がリストアップされている。この例では、タグ404〜タグ406までが記載されている。タグ404では、制御対象“ShR001”を午前8時01分に並列することが示されている。同様に、タグ405では、制御対象“ShR01”を午後8時01分に解列することが示されている。このようにして、分散型電源や補償装置などの系統への並列解列操作をスケジュールとして記載している。同じ文法に従って、タグ406では、制御対象“DPR01”について、運転力率を変更することが記載されている。このようなタグをリスト構造で格納することによって、力率のパターン運転をスケジュールとして記載できる。

さて、上述したように、協調コントローラに伝送される制御指令は、スケジュール全体として、複数の電力設備との協調を図られたものにすることが可能となっている。このような電力設備の協調運転装置に指令を与えるスケジュールの作成を行うシステムとして、本実施例では“運転指令システム”を説明する。つまり、図4のリストは、運転指令システムによって作成されている。運転指令システムには、協調スケジュールの対象とする電力系統および電力設備の諸データが管理されていて、制御対象装置名称(たとえば“ShR01”)は、運転指令システムに事前に登録された内容を参照していることになる。

まず、図5に、運転指令システムの機能構成を示す。基本的には、運転指令システムは、計算機システムである。サーバとなる計算機501を中心に、この運転指令システムが管轄する複数の電力設備に関するデータベース502およびそれらが連系する電力系統に関する情報を格納したデータベース503を配している。また、通信装置504により、通信回線505を介して、電力設備内にある協調コントローラとのデータ送受が可能な機能を備えている。上述したように、このデータ送受機能によるスケジュールの配信によって、協調コントローラは、電力設備内の電力消費装置・電力発生装置に対する制御指令を出力する。

さて、協調コントローラに送付されるスケジュールは、図5の計算機501にて作成される。電力設備全体として協調されたスケジュールを作成する目的は、一定期間において、それらが連係する電力系統網における電力品質を維持することである。電力系統での品質を一定基準以内に維持できることを制約条件として、個々の電力設備について運転指令が組まれた協調スケジュールが生成される。上述の例のように、協調スケジュールは、日単位もしくは週単位などで、制御する内容およびその実施時刻について指令組み合わせを記述したものになる。この図5の計算機501における処理フローの一例を、図6に示す。運転指令システムも常時連続運転のため、処理フローは、起動時のみ初期処理を行った後、反復処理を継続する構成となる。

システム起動601の後、まず初期処理として、電力設備データ読取処理602において、データベース502に保持されている各電力設備内の電力消費装置・電力発生装置の構成および電気的特性を参照する。たとえば、電力消費装置の消費電力量(登録値)や、制御可能な手段(負荷遮断機能とその容量,力率調整機能とその調整幅)のデータが読み取られる。このデータベース502の登録情報は、運用指令システムに参画する電力設備所有者よりデータ提供をうけているもので、適時に内容更新されている。

この結果を、判定609にて、目的品質満足であるかを判定する。もし、目的品質を満足していない場合には、協調計画追加修正処理610によって、電力設備における制御を追加修正する。協調計画追加修正の処理内容も、計算手法は目的とする電力品質に依存する。たとえば、電力設備内の遮断機能付き調相設備について、投入遮断をDynamic Programmingなどで割り当てる。協調計画追加修正処理では、基本的には、制御スケジュールを逐次追加して、満足解を求める。制約条件が厳しい場合は、非劣解を求める手法を用いる。

さて、上述したように、目的とする電力品質は種々考えられる。たとえば、系統への解列並列による短時間の電圧低下の回避や、電力設備複数の力率による電圧分布の調整,電圧不平衡の抑制などである。その目的によって、解析計算手段608や、協調計画追加修正手段610の詳細は異なる。また、実際のシステムでは、適時、運用者が着目した目的品質について設定する。したがって、ここのアルゴリズムは目的に応じて柔軟に変えることが望ましい。以降では、この協調計画追加修正処理内容、およびそこで参照するデータの内容について、図を用いて、幾つかの例を説明する。

図7に、分散型電源の投入における一時的な電圧低下(以下、電圧ディップ)を一定以内に抑制する協調計画追加修正手段の一例を示す。開始701の時点では、各種データの読み取り、および協調計画前の想定状況における解析計算は終了している。ここでの協調スケジュールは、翌日一日分を対象範囲としていて、解析計算も、翌日一日内の全時間断面について、各機器の挙動を踏まえた潮流計算が行われている。

次に、電圧ディップ時刻一覧作成処理703により、検討対象の電圧ディップを抽出する。解析結果から、上記分散型電源の投入時刻近傍で発生して、かつ、許容幅以上の電圧ディップを発生させている時刻を探索し、その時刻と発生している発生場所について一覧を作成する。なお、系統的に連続した場所で発生している電圧ディップは一つのものと判断し、最も電圧が下がっている地点を発生場所とする。以降の処理では、この一覧に含まれる電圧ディップ時刻の一つずつについて、それを解消するために、分散型電源の投入時間の協調を図る。

図7のような協調計画追加修正手段610を繰り返すことによって、全体として電圧ディップを回避するスケジューリングが実施される。たとえば、図8のように、誘導発電機(IG)を持つ電力設備A(801)とB(802)が、近接して電力系統803に連系する場合を考える。協調を一切とらなかった場合、電力設備は個々の事情により朝に連系するので、図9のように、非常に近い時間帯(図9では8:30)に投入されると、901と902の電圧ディップが問題化する。このような状態に対して、上記の手段により、図8では、それぞれの電力設備の要求を若干修正して、電力設備A連系設備804が8:31に投入、電力設備B連系設備805が8:30投入されるスケジューリングが組まれる。図10のように、1001と1002の電圧ディップは許容範囲内となる。

このように、本発明を用いて、電圧ディップを回避することを運転指令システムが保証することができる。従来では、補償装置なくして系統連系認可が受けられない容量の風力発電機についても、設備投資を最小限にして、系統連系が実現される。

別の協調計画追加修正処理を説明する。図11は、配電網における定常電圧値の上下限制約を満足させることを目的とした協調計画追加修正手段の一例を示す。主に分散型電源が多く連系された場合、この上下限違反が懸念される。図7と同様に、開始1101の時点では、各種データの読み取り・解析計算は終了している。解析計算は、翌日一日内の全時間断面について、各機器の挙動を踏まえた潮流計算が行われている。

次に、電圧上下限違反一覧作成処理1104により、検討対象とする電圧上下限違反を検索する。解析結果から、定常状態と判断できる一定時間以上の許容幅以上の電圧変化について、発生場所と時刻の一覧を作成する。発生場所は、配電変電所以下の配電フィーダ単位で管理する。つまり同一のフィーダで発生する電圧違反は同一問題として取り扱う。発生時刻は、着目したフィーダにおいて制約違反が最も激しい(二乗誤差最大などの)時点を採用する。

まず、解決地点時刻選択処理1105において、上記電圧上下限違反一覧から、一つの問題について着目する。図7の場合と同様に、ここで判定1106により、選択する問題があるならば、これを解消するスケジュールを作成する手順に移行する。

該当分散型電源・負荷選択処理1107より、着目している配電フィーダについて、連系する分散型電源および調相設備の全てを抽出する。これらを制御変数として、問題時刻の電圧分布を最適化する制御について組み合わせ問題を求める。力率調整・調相遮断決定1108において、力率調整可能な分散型電源については調整可能な範囲での力率を連続変数として、調相設備の入り切りについては離散変数として、整数混合問題の準最適解を求める最適化計算を行う。ここで求めた結果を、協調計画として追加して、次の解決時刻選択処理1105に移行する。

図11のような協調計画追加修正手段610を繰り返すことによって、全体として電圧上下限制約を回避するスケジューリングが実施される。たとえば、図12のように、投入遮断可能な調相設備を有する電力設備A(1201)と、電力変換器を介して接続する分散型電源を有するB(1202)が、近接して電力系統1203に連系する場合を考える。協調を一切とらなかった場合、夜間の時間帯に、図13のように、投入状態の1204に起因する電圧上昇1301と、電力設備Bの分散型電源出力に起因する電圧上昇1302によって、平常時に過電圧となる問題が発生する。これに対し、上記の手段により、図12では、電力設備A連系設備1204が夜間に遮断した後、また、電力設備Bの電力変換機の力率を調整するスケジュールが採用される。図14の1401と1402のように、電圧上下限制約を満足する。

分散型電源の種別によっては、力率調整以外の手段として、一時的な出力調整が可能なことがある。たとえば、一時的な過負荷運転が可能なエンジン発電機や、圧縮着火エンジンに代表される低効率大出力の運転モードを備えるような分散型電源を備える電力設備の場合には、協調コントローラからこれらの運転モードを切り換えることを、上記の最適化問題の制御変数として、取り扱うことが可能である。

このように、本発明を用いて、電圧の上下限制約について運転指令システムが保証することができる。特に、電力系統の電圧低下を招きやすい風力発電等の誘導発電機を含む分散電源を系統に並列させる場合でも、電圧低下を回避することができる。従来では、電圧違反を起こすたびに、遮断しなくてはならなかった分散型電源についても、最大限の期間で運転させることが可能となる。太陽光発電のように、電圧変動が激しい場合でも有効である。また、分散型電源自体が持つ力率調整などの調相能力を活用し、調相設備の投資抑制も期待できる。
