A breakwater for coast protection comprises a submerged stepped structure on the sea bottom having at least one step spaced from the shore which has a riser 1 extending lengthwise of the shore and being 3 to 5 metres high and submerged so that the average depth of water above the riser at mean high tide level is at least twice the height of the riser. In the embodiment described the risers are built in prefabricated hollow blocks 3 of reinforced concrete which are coated with a water-proof layer. Each block is provided with manholes 4, vents 5 and a compressed air admission hose 5<SP>1</SP> together with a water opening 7 controlled by a manually or automatically operated valve 7<SP>1</SP> connected to a tube 6. The blocks may be sunk into position by filling with water or raised by evacuating water by compressed air. A tie 8 can be used to connect the blocks in an aligned relationship. Once a riser has been built the tread 2 is allowed to be filled in by the sea. The tread may be formed by the stagnant water behind the riser. The blocks 3 may be of trapezoidal cross-section. The face of the risers 1 may be divided into two or more differently inclined sections.
