An agitator has arms 7 provided in an upper hopper 1 and also arms 6 provided in a lower hopper 2, the hoppers being connected by an aperture, and is provided with a rubber seal 11 beneath the cone part 5 of the agitator so that, as the agitator is rotated from the gear-box 4, material, which passes from hopper 1 to hopper 2 and is then discharged at 10, is prevented from passing inside the cone 5 by the seal.
