During completion of the welds at 8, 9 a section of an inner shell 2 is welded to the outer shell above the section of the inner shell already installed, the platforms II, III being used. Gaps 11 left between the sections of the inner shell form drain holes which are also used to inject cement into the annulus using the platform I.
