Class 146(2) A pay envelope having a front and a back ply permanently closed along both sides and one end has a flap a on the back ply which together with both plies of the envelope is cut or torn away at one corner a<SP>1</SP> to expose the notes C for counting. After sealing down the flap a the envelope and contents are folded along a line b and are secured in a folded position on to the front of the envelope by a band of adhesive b<SP>2</SP> provided on the back of the flap a thus preventing withdrawal of the notes C. Additional bands of adhesive b<SP>3</SP>, b<SP>4</SP> may be provided on the front ply and transparent windows B may be formed in the front or back.
