[Also in Group XV] A parcel binding device comprises a handle 3, Fig. 1, which controls the rotation of a free-wheel mechanism for driving a knurled roller 33 engaging and tensioning a binding tape and also controls the descent and the rise of a sealing block 10 carrying a stamping blade 11 for compressing a sealing sleeve round the tape. The sealing block 10 is detachably guided on the frame 1 of the device and is raised by a detachable connecting rod 15, Fig. 22, so that one sealing block may be replaced by another carrying a different size stamping blade 11. The frame 1 comprises a handle p, a foot portion 1a and a recessed portion 1b covered by a plate 2 in which are fitted the handle 3 and a second handle 4. Clockwise movement of the handle 4 lowers, by means of an eccentric mounting on an axle 6, the knurled roller 33 into contact with the upper tape and grips it against the lower tape held on the underside by an adjustable gripper 36. Also keyed to the axle 6 is a driven member 39 of the free-wheel mechanism driven by a gear wheel 38 free on the axle 6. The gear wheel 38, by virtue of an arcuately slotted journal in the plate 2, is always in contact with a gear 28 as the handle 4 is moved clockwise. The gear 28 is keyed to an axle 5 of the other handle 3, which when moved clockwise into vertical position will rotate the gear wheel 38 but spring pressed pins in the member 39 of the free wheel mechanism ride out of helical grooves in the wheel 38 and no rotation is given to the knurled roller 33. Return movement of the handle 3 drives the member 39 and roller 33 grips the upper tape and tensions it around the package. When the tape is. sufficiently tight the lever 3 is swung clockwise a greater amount, i.e. nearly 180 degrees whereupon a cam 5a eccentric with the axle 5 engages a replaceable friction plate 14 which drives the block 10 downwardly so that the sealing blade 11 and a cutting blade 12, attached by a common screw to the block, form the seal and cut off the surplus tape respectively. The block 10 is raised by the detachable connecting rod 15 fitted over a pin 17 on the block and a pin 16 on the cam 5a. The block 10 and the connecting rod 15 are slidingly accommodated in a casing 47 fitted on to the frame 1 by means of grooves and held in place by a sprung ball in the frame 1 engaging a detent in the casing 47. The blocks accommodate stamping blades and cutting blades of different widths, the casing 47 being slotted at 47a to allow for the added width of the blades. The upper strand of the tape extends above a counter blade 21 and an abutment 23 which prevents the blades 12 and 21 parting during the cutting operation and ensures the tape is cut off flush with the sealing sleeve.
