D i s c hinges; pivoting adjustments.- The handle bail of a carpet sweeper, suction cleaner, or other movable apparatus is secured in its storage position by means of a quadrant carried on the bail and a spring-pressed latch normally tending to engage notches in the edge of the quadrant, a separate member being provided for disengaging the latch; a short notch locks the bail in storage position and a longer notch permits limited movement of the bail when the handle is in normal operating position. The bail 12 is mounted on a pivot 11 on the sweeper casing 10 and has secured thereto a quadrant 13 with a short notch 18 and longer notch 14. The latch 26, Fig. 6, is pivoted at 25 to the sweeper casing 10 and is urged in an anticlockwise direction by a spring 32 so that, in the position shown in Fig. 1, the forked end 29 of the latch engages the notch 18, thereby securing the bail in such position that the handle is upright in storage position. Coacting with the latch 26 is a foot lever 19 mounted on the pivot 11 and urged upwards by the spring 32. When the lever 19 is depressed by foot pressure on a pin 22 a rounded pin 21 on the lever rides over the rounded nose of the latch fork 29, thereby pressing back the latch until the pin 21 enters the notch 27 in the latch, which holds the foot lever in depressed position. Movement of the bail and quadrant is now permitted by reason of the rounded edge 20 of the notch 18 riding under the fork 29, the further backward movement of the latch 26 thus produced freeing the pin 21 of the foot lever 19. When the bail is swung over to the position shown in Fig. 3, the fork end 29 of the latch 26 enters the long notch 14, which maintains the handle in its normal operating position but with some freedom to swing. The foot lever is again operated when the latch is to be released from the notch 14, which results in the pin 21 of the foot lever being again caught in the notch 27 of the latch, the latter being held thereby in an outward position released from the notch 14. When the quadrant is swung up to the position shown in Fig. 1, a cam projection 17 rides under the latch fork 29 moving the latch outwardly so that the pin 21 of the foot lever is released and the latch is then free to move into locking engagement with the notch 18.
