Abstract

A method and apparatus for monitoring parking bay(s) 3 which are restricted to a particular category of vehicle 5 and/or user, comprises a camera 4, which may be locaed in a bollard 7, which records and input, storing this in a database, noting characteristics of the vehicle and/or user and comparing this against a predetermined profile of an authorised user. The system is intended for use with bays reserved for disabled users, taxis, delivery vehicles or parent and toddlers. The characteristics are preferably a number plate or badge. A motion sensor may be used to trigger the camera. The comparison may result in an alert, generated by a negative result, being passed to enforcement personnel 6.

Description

PARKING BAY MONITORING
The present invention relates to the monitoring of designated parking bays and more particularly to monitoring a cluster of restricted use parking bays marked for example as disabled and/or wheel-chair bound users only, or families with young children only or dropping off/collection only.
Car parks at supermarkets and similar retail outlets are typically divided into several series of separate parking bays. Often clusters of parking bays nearest the entrance have been explicitly designated as reserved for use only by a particular type of user, e.g. disabled users, taxis, delivery vehicles, wider spaces for parents with toddlers and the like.

authorised users as fall within the restriction. Often, this monitoring is done *Ssa sporadically if at all. When it is done, monitoring is typically through an employee S.....
* patrolling the car park or via security CCIV cameras which are reliant upon personnel staffing those cameras having resources to apprehend unauthonsed users and ensure * that reserved parking spaces are being limited as far as practicable to those persons entitled to park in the designated bays.
It is from a consideration of the above factors that the present invention has been developed.
In accordance with a first aspect of the present invention there is provided a method of monitoring at least one parking bay designated as restricted to a particular category of vehicle or vehicle user, the method comprising the steps of recording input of the vehicle and/or user from a camera or other viewing means, storing said input in a database, noting type of vehicle and/or vehicle user parked in the restricted parking bay and comparing the type of vehicle and/or vehicle user against a predetermined profile of authorjsed user type specific to that parking bay.
Preferably the method further comprises noting whether the user or vehicle profile recorded matches the predetermined specific profile.
Preferably the method further comprises generating an alert signal when a user or vehicle profile does not match the predetermined specific profile.
Preferably the method further comprises forwarding the alert generated, together with images from the input recorded to a predetermined destination. *... * * * **.

In another aspect of the invention there is provided a system of apparatus for monitoring a parking bay reserved for a particular category of vehicle or vehicle user, the apparatus comprising viewing means for observing the bay and connected to a recording means for recording images of vehicles and/or vehicle users at the parking bay, database means connected to the recording means for storing the recorded images and processing means for comparing the type of recorded vehicle andlor vehicle user against a predetermined profile of authonsed such type specific to that parking bay.
Preferably the viewing means is a CCTV camera.
Preferably the viewing means is capable of capturing numberplate details. Additionally or alternatively the viewing means is capable of recording the windscreen and/or captures an image of the person or persons leaving the vehicle. In an embodiment the *.S.
viewing means may be activated by a car or vehicle parking in a space and may record * e a series of images (e.g. digitally). Once activity has stopped, e.g. when the vehicle * *.** * user has departed, image capture may stop. The viewing means may record a particular one or more of the images for input to said processing means.

**.*.S * S Preferably the processing means is arranged to generate a positive result if the recorded vehicle or vehicle user matches the predetermined specific profile and a negative result if the recorded vehicle or vehicle user does not match the predetermined specific profile.
Preferably the system of apparatus further comprises means for generating an alert in the event of a negative result being generated.
Preferably the system of apparatus further comprises means for forwarding the alert generated, together with images recorded from the viewing means, to a predetermined destination.
Preferably the particular category is disabled vehicle users.
Alternatively the particular category is delivery vehicles.
In order that the present invention may be more readily understood, reference is made now to Figure 1 which shows the system in use at a supermarket car park.
The car park 1 is divided into a series of bays 2 of similar dimension. Certain bays 3 closer to the supermarket (not shown) are marked as reserved for disabled users. The : * marking is done in a known manner, e.g. by coloured paint or signs or a combination of **S.
the two or any other clear marking. The marking or designation of bays can be **S.
effected by, e.g. a bollard or other sign associated with an individual bay or group of * bays displaying a message which can be varied. In embodiments of the invention adopting this feature, the variable message could be displayed from an LED sign. For instance the message indicative of authonsed user for that bay or group of bays may be parent and child' symbol, disabled logo or free parking' logo but other possibilities are contemplated. The variation of message displayed by such sign or bollard may be effected automatically or by store staff according to requirements so that parking bays may be allocated to these groups of authorised users more effectively.
The marked bays 3 are monitored by a CCIV camera 4, which may have automatic numberplate recognition (ANPR) capabilities. The CCIV camera 4 is preferably mounted or located within a bollard 7 within or proximal to the marked bay 3.
As soon as a vehicle 5 arrives and parks in one of the marked bays 3, the details of that vehicle 5 are recorded by the camera 4 and logged in a database on a computer or similar (not shown). That database contains a predetermined profile of authorised user or vehicle type against which the vehicle 5 will be compared. This profile may in the present instance be an orange disabled sticker which the vehide 5 will display if its use of the marked bay 3 is legitimate. If the recorded images of the vehicle 5 show the presence of this sticker then a positive result is generated and no action is taken. If on the other hand the vehicle 5 does not match the predetermined specific profile then a io negative result is generated. This may result in a report or alarm being transmitted to any on-site security office 6 or personnel with images of the vehicle 5. On-site personnel in the office 6 may then be despatched to the bay to perform a further inspection to check that the vehicle is not correctly parked in the restricted bay 3 before *.

S. SSS* * containing details of numberplates matched to vehicle registered keepers, and arranged to send a penalty notice to the registered keeper optionally with an image of the unauthorised parking event.

Claims (25)

1. A method of monitoring at least one parking bay designated as restricted to a particular type of vehicle and/or vehicle user, the method comprising the steps of recording input of the vehicle and/or user from a camera or other viewing means, storing said input in a database, noting the type of vehicle and/or vehide user parked in the restricted parking bay and comparing the type of vehicle and/or vehicle user against a predetermined profile of authorised type specific to that parking bay.
2. A method as claimed in Claim 1, further comprising effecting a comparison to determine whether the type of user and/or vehicle recorded matches the predetermined authorised type, and optionally generating a report thereof. *

4. A method as claimed in Claim 3, further comprising forwarding the alert generated, optionally together with images from the input recorded to a predetermined destination.

6. A method as claimed in any preceding Claim, in which images of the vehicle and/or user are stored and re-checked against the predetermined or authorised type.
7. A method as claimed in any one of Claims I to 6, wherein the particular category is disabled vehicle users.
8. A method as claimed in any one of Claims 1 to 6, wherein the particular category is taxi vehicles.
9. A method as claimed in any one of Claims 1 to 6, wherein the particular category is delivery vehicles.

A system of apparatus for monitoring a parking bay designated as restricted to a particular type of vehicle and/or vehicle user, the apparatus comprising viewing means for observing the bay and connected to a recording means for recording images of vehicles and/or vehicle user at the parking bay, database means connected to the recording means for storing the recorded images and processing means for comparing the type of recorded vehicle and/or vehicle user against a predetermined profile of authorised type specific to that parking bay.
13. A system of apparatus as claimed in Claim 12, wherein the viewing means comprises a CCIV camera.
14. Apparatus as claimed in Claim 12 or Claim 13, wherein the viewing means is capable of capturing numberplate details.

Apparatus as claimed in any one of Claims 12 to 14, wherein the processing means is arranged to generate a positive result if images of the recorded vehicle or vehicle user match the predetermined profile of authorised type, and a negative result if images of the recorded vehicle or vehicle user fail on comparison to match the predetermined profile or authonsed type.

18. Apparatus as claimed in any one of Claims 12 to 17, wherein the restricted type of vehicle is selected from amongst the group consisting of taxis, delivery vehicles or vehicles with parent and toddler.
19. Apparatus as claimed in any one of Claims 12 to 18, wherein the designation of parking bay is effected by a bollard or sign adapted to display variable messages and/or images.

15. A system as claimed in any one of Claims 8 to 14, in which the viewing means records a particular one or more of said images and inputs them into the processing means.

A system as claimed in any one of Claims 8 to 15, in which the processing means is arranged to generate a positive result if the recorded vehicle or vehicle user matches the predetermined specific profile and a negative result if the recorded vehicle or vehicle user does not match the predetermined specific profile.
