An adjustable sleeve 3 for controlling ventilation openings 4 in a cigarette filter 1 is slidable freely over the mouthpiece end of the filter but is a tighter fit over the region where the filter and tobacco section coverings overlap so as to be retained in an adjusted position. The sleeve may be of paper or synthetic material and of different colour from the covering of the filter. Instead of the slit-shaped openings shown, small holes may be provided arranged either in distinct rings around the filter, so that they serve also as graduations, or in a random or spiral manner, or a porous region may be provided. Alternatively, the filter may have one or more layer apertures controlled by a rotary component of movement of an apertured sleeve. cigarettes produced in symmetrical pairs joined at their filter ends may, before severing, be wrapped with a strip of material to form the sleeves 3.
