A nuclear fuel is formed of a mixture of uranium dioxide granules with a metal powder, the mixture being cold compressed and sintered. The metal powder promotes heat flow to the fuel surface, thereby reducing the temperature distortion of the fuel. Compacts of uranium dioxide powder are prepared by compression and then granulated by crushing and the fine powder removed by sieving. The granules are mixed dry with iron powder and tungsten or silicon and germanium. The mixture is cold compressed and sintered in hydrogen at 1400‹ C.
