An actuator operating by electro-osmosis comprises a diaphragm 13 having insulating and porous or capillary properties, e. g. of pure quartz with a pore radius equal to or less than 10<SP>-4</SP> mm flexiblewalled chamber 11a, 11b on either side of the diaphragm containing the working liquid, e.g. highly purified distilled water free of carbon dioxide with a specific resistance of at least 10<SP>6</SP> ohms cm. and an electrode 14, 15 in each chamber, energization of the electrodes causing liquid to pass from one chamber to the other through the diaphragm. As shown, chambers 11a, 11b are bellows and are connected through linkage 20-22 to a member to be moved, e.g. a ship's or aircraft's rudder, reversal of the electrode polarity reversing the direction of movement. In Fig. 3 (not shown), only one bellows is connected to the actuating linkage, a return opening being provided. Surfaces in contact with the working liquid are chemically neutral, and may be coated with platinum, rhodium, palladium, gold or tetrafluorethanes. The electrodes 14, 15 are metal wires or carbon filaments arranged in mesh or grid form. Discs 10a, 10b supporting the diaphragm have concentric grooves 16 inter-connected by radial grooves 17.
