The compressive strength and resistance to water permeation of soil is improved by incorporation of a 4 to 30 percent aqueous solution of a water-soluble urea/formaldehyde or urea/melamine/formaldehyde condensate containing 0.2 to 6 percent unreacted formaldehyde containing 0.5 to 40% of an inorganic or organic acid or acid salt setting agent and urea in an amount of 3 to 12 times the weight of the unreacted formaldehyde.
