Apparatus for cutting-up waste paper trimmed from a roll comprises a housing 18 with an adjustable stator cutter blade 14 mounted therein and a rotor 10 bearing cooperating cutter blades 11. 13. The rotor and stator blades are angled with respect to the rotational axis to execute a scissors-type cut. An inlet aperture 15 is arranged to receive waste trim under air pressure so as to deliver the waste trim to the cooperating cutter-blades. After cutting, the trim falls into a disposable paper bag 17, which is secured to the housing 18 by a pull cord 19. The blades 11..13 are adjusted on the rotor 10 by set screws 25 .. 27 and locked by screws 22 .. 24. Blade 14 is adjusted by a set screw 30 and clamped by a screw 33.
