The front end of the locking bar (57) is positioned opposite a locking hole (31 {sub, 1), formed on a steering shaft (31) so that it can engage with the locking hole. Since the guide element (53) is integrally mounted with the mounting bracket (51), the positional accuracy between the guide hole (53 {sub, 1) of the guide element (53) and the hole of the lock (31 { sub, 1) formed in the steering axis (31) is improved and, therefore, the oscillation of the lock bar (57) is decreased.
