    - manual actuating means (7) adapted to move the front flat product (2a) situated on a face of the bundle (6) from its stacking position towards a dispensing position in the direction of the first opening means (4a),
    - in the dispensing position, the said flat product (2a) is positioned so as to be able to be seized and pulled by a user through the said first opening means (4a), characterised in that:
    - the housing (3) comprises a second (4b) opening means,
    - the opening means (4a, 4b) are arranged laterally on the housing (3), on either side of the storage means (5),
    - the actuating means (7) are adapted to move the front flat product (2a) by sliding on the adjacent flat product (2b) in the direction of one of the opening means (4a, 4b), and adapted to then move the adjacent flat product (2b) from its stacking position towards a dispensing position by sliding on the following flat product in the direction of the other of the opening means (4a, 4b),
    - the housing (3) and the opening means (4a, 4b) are configured so as to oppose direct gripping of a flat product (2) by the user by means of his fingers when the flat product (2a) is in the stacking position.
  2. Dispenser (1) according to claim 1, characterised in that the actuating means (7) comprise a friction pad (8) which can be moved alternately towards the first opening means (4a) and towards the second opening means (4b).
  3. Dispenser (1) according to claim 2, characterised in that the friction pad (8) can be moved with an alternating rotational movement towards the first opening means (4a) and towards the second opening means (4b).
  4. Dispenser (1) according to claim 2, characterised in that the friction pad (8) can be moved with an alternating translational movement towards the first opening means (4a) and towards the second opening means (4b).
  5. Dispenser (1) according to any one of claims 2 to 4, characterised in that the friction pad (8) is driven by a lever (11) pivoting in a plane (P1) substantially parallel to the flat products (2) stored in a bundle (6).
  6. Dispenser (1) according to any one of claims 2 to 5, characterised in that the actuating means (7) comprise a gripping member (14) which can be moved slidably by the user in an aperture (15, 16) provided in a wall of the housing (3).
  7. Dispenser (1) according to claim 6, characterised in that the gripping member (14) protrudes outside the housing (3) by a length (L) less than or equal to about 4 cm, preferably less than or equal to about 2 cm.
  8. Dispenser (1) according to any one of claims 2 to 7, characterised in that pressure means (3, 5, 18) maintain a permanent contact pressure between the friction pad (8) and the bundle (6) of flat products (2) which is intended to be received in the storage means (5).
  9. Dispenser (1) according to claim 8, characterised in that the storage means (5) are configured such that the bundle (6) of flat products (2), when it is received in the storage means (5), rests bearing against the friction pad (8) under the effect of gravity.
  10. Dispenser (1) according to either of claims 8 and 9, characterised in that the pressure means (18) comprise means for elastically returning the friction pad (8) against the bundle (6) of flat products (2) when it is received in the storage means (5) and/or means (19) for elastically returning the bundle (6) of flat products (2) when it is received in the storage means (5) against the friction pad (8).
  11. Dispenser (1) according to claim 10, characterised in that the storage means (5) comprise a plate (20) for supporting the bundle (6) returned elastically towards the friction pad (8), and preferably having width (ℓ) greater than that of the flat products (2) intended to be received in the storage means (5), and a length (L1) less than that of the flat products (2) intended to be received in the storage means (5).
  12. Dispenser (1) according to claim 11, characterised in that:
    - the plate (20) for supporting the bundle (6) comprises a fixed end (20a) pivotably articulated on the housing (3) by hinge means (21),
    - the plate (20) for supporting the bundle (6) comprises a free end (20b), returned elastically towards the friction pad (8),
    - the friction pad (8) is substantially in register with the free end (20b) of the plate (20) for supporting the bundle (6).
  13. Dispenser (1) according to either of claims 11 and 12, characterised in that the housing (3) comprises a housing body (40) open towards the front, and a front door (41) articulated on the housing (3) about a transverse axis (42) and bearing a mounting plate (45) on which are mounted the actuating means (7) at an adjustable height.
  14. Dispenser (1) according to any one of claims 1 to 13, characterised in that the opening means (4a, 4b) are each in the form of a slot (21a, 21b) having a width (ℓ1) dimensioned so as to oppose a user from being able to insert his fingers into the housing (3), for example a width (ℓ1) less than or equal to about 1,5 cm, preferably less than about 1 cm.
  15. Dispenser (1) according to any one of claims 1 to 14, characterised in that it comprises means (23) for indicating the quantity of flat products (2) stored in the housing (3), preferably a slot (24) made in a wall of the housing (3) and extending substantially in the stacking direction (I-I) of the bundle (6) intended to be received in the storage means (5).
