Der Auslassstutzen 56 ist in ein Ansatzstück 16 eingesetzt, welches am Gehäuse 10 angeformt ist.     - at least one locking element (32) displaceable relative to the outer housing (10) is provided, movement of the locking element relative to the outer housing (10) being in positive coupling to the movement of the actuating handle (30), said locking element (32) at least in an actuated relative position of the actuating handle (30) extending through a recess (22) of the outer housing (10) into a cap zone, in which the cap (70) is arranged in its protective position,
    - the cap (70) and the actuating handle (30) cooperate in such a manner that displacement of the actuating handle (30) is blocked mechanically, when the cap (70) is arranged in its protective position,
    characterized in that
    - a pump dispenser (50) is provided, comprising

    - an outlet port (56),
    - a feeding device (54) to be actuated by the actuating handle (30) for feeding liquid from the liquid reservoir (52) to the discharge opening (20) by relative displacement of the outlet port (56) against the force of a return spring provided in the pump dispenser (50) in the direction of the liquid reservoir (52), and
    - the actuating handle (30) is capable of being displaced in the direction of the displacement direction (2a) together with the liquid reservoir (52) relative to the outer housing (10) between a non-actuated relative position and an actuated relative position by applying force to the actuating handle (30).
