La présente invention s'intéresse à cette dernière catégorie de matériels, donc aux outils manuels d'insertion et d'extraction d'attaches de rails. Elle vise à éviter les inconvénients des outils manuels existants, inconvénients qui sont les suivants :
- Les outils manuels actuels nécessitent, lors de leur utilisation, que l'opérateur passe d'un côté à l'autre du rail, pour agir soit sur une attache intérieure, soit sur une attache extérieure. A ceci s'ajoute le fait que ces outils possèdent un bras de commande assez long, pour permettre à l'opérateur d'exercer la force adéquate, selon le principe de levier desdits outils. Il en résulte que l'opérateur se place, une fois sur deux, entre les deux rails de la voie ferrée concernée, mais aussi une fois sur deux à l'extérieur de ces rails. S'il s'agit de travaux effectués sur une voie ferrée double ou multiple, l'opérateur sort ainsi du gabarit de la voie à traiter, et il s'engage dans le gabarit de la voie ferrée contiguë, ce qui est une situation dangereuse du point de vue de la sécurité des personnes, puisque des circulations de trains peuvent avoir lieu sur cette voie ferrée contiguë (même si la voie ferrée à traiter est évidemment neutralisée).
- Les outils manuels existants sont des outils spécialisés pour une seule tâche, c'est-à-dire des outils qui permettent seulement l'insertion, ou seulement l'extraction des attaches. Il faut donc disposer de deux types distincts d'outils, et les utiliser alternativement selon que l'on doit procéder à une opération d'insertion ou à une opération d'extraction d'une attache.
- En raison de leur principe de fonctionnement purement mécanique, avec levier, les outils manuels actuels restent d'une utilisation pénible, tout en ne procurant, dans un même mouvement de commande, qu'une course de travail limitée. Or il est souhaitable de pouvoir positionner les attaches en différentes positions par rapport au rail, ce qui oblige au minimum à changer la partie active de l'outil pour atteindre ces différentes positions, et peut rendre nécessaire le changement d'outil complet pour répondre à tous les cas de positionnement rencontrés dans la pratique.

It is therefore necessary to have two different types of tools, and use them alternately depending on whether one must perform an insertion operation or an extraction operation of a fastener.
- Due to their purely mechanical operating principle, with lever, the current manual tools remain a painful use, while providing, in the same control movement, a limited working stroke. Now it is desirable to be able to position the fasteners in different positions relative to the rail, which requires at least to change the active part of the tool to achieve these different positions, and may make it necessary to change the complete tool to meet all the cases of positioning encountered in practice.

- Dans sa forme d'exécution préférentielle, l'outil manuel objet de l'invention fonctionne non pas sur le seul principe du levier mécanique, mais avec une assistance hydraulique, ce qui réduit considérablement la pénibilité du travail de l'opérateur, pour une même force exercée sur la partie active de l'outil.
