    the separating knife (19) and the device for initial winding being arranged downstream of the winding shaft or winding core (9) in the running direction of the web,

    the device for initial winding is connected to the movable pressure-exerting roller via gearing means in such a way that the distance between the charging electrode (12) and the web remains constant independently of the diameter of the winding shaft or the winding core (9).
  2. Device according to Claim 1, characterized in that the pressure-exerting roller is mounted in a carriage which can be made to move with a machine frame, and the charging electrode (12), extending over the width of the web, is held between the arms of two-armed levers (8), which are pivotably arranged on side parts of the carriage and
