Vorrichtung nach Anspruch 1, dadurch gekennzeichnet, daß die Halter aus um quer zu den Fahnen (33) verlaufenden Achsen (19, 20) schwenkbar gelagerten Parallellenkern (28, 22) bestehen, die jeweils einen der als Koppel ausgebildeten flügelförmigen Rahmen (23) tragen, daß der obere Zangenschenkel (25) durch eine Druckmittelkolbenzylindereinheit (26) bewegbar ist und daß die Parallellenker (21, 22) durch Druckmittelkolbenzylindereinheiten (29) zwischen einer oberen Stellung, in der sich die Zangenenden seitlich oberhalb des Sackes befinden, und einer unteren Stellung, in der die unteren Zangenschenkel (24) die umgelegten Fahnen (33) auf die Klebstoffstreifen (34) drücken, schwenkbar sind.2.
