A tobacco seedling substrate blending device is characterized by comprising a substrate box and a crimping device, wherein the substrate box comprises an upper box body and a lower box body which are opened at the top and the bottom and are assembled up and down; the crimping device comprises a base plate arranged above the matrix box and a plurality of square frames fixedly arranged at the bottom of the base plate, through holes are formed in the base plate at the top of the square frames, the bottom of the stirring rod is conical, the maximum end face of the stirring rod is blocked, and the top of the stirring rod is located outside and connected with the stirring driving mechanism.
