A communication cable winding and unwinding device is characterized in that: comprises a bottom plate (1), a cable drum mounting rack arranged on the bottom plate (1), and a cable guide mechanism positioned on one side of the cable drum mounting rack, wherein a cable drum (3) is arranged on the cable drum mounting rack, the cable drum (3) is connected with a driving mechanism, the cable guide mechanism comprises a roller guide component and two guide plate components which are arranged in parallel and are sequentially arranged on the bottom plate (1) along the cable winding direction, the roller guide component comprises a first electric telescopic rod (4-1) vertically and fixedly arranged on the bottom plate (1), a mounting seat (4-2) fixedly arranged at the top end of the first electric telescopic rod (4-1), a carrier roller (4-3) horizontally arranged on the mounting seat (4-2) and a press roller (4-4) positioned right above the carrier roller (4-3), the guide plate component comprises a fixed plate (5-1) of a hollow structure fixedly arranged on the bottom plate (1), a guide plate (5-2) inserted in the fixed plate (5-1) and a first bolt (5-3) used for connecting the fixed plate (5-1) and the guide plate (5-2), a horizontal guide groove (5-2-1) is formed in the guide plate (5-2), a tension adjusting mechanism is arranged between the two guide plate components and comprises two linear guide rails (8) parallelly arranged on the bottom plate (1), supports slidably arranged on the two linear guide rails (8), tension adjusting wheels (7) arranged on the supports and a second electric telescopic rod (9) used for driving the supports to slide along the linear guide rails (8), the two linear guide rails (8) are parallel to the axis of the cable drum (3).

A telecommunications cable reel as claimed in claim 1, wherein: the telescopic handrail is arranged on the bottom plate (1) and comprises a fixed rod (14-1) fixedly mounted on the bottom plate (1), a handrail rod (14-2) inserted in the fixed rod (14-1) and a second bolt (14-3) used for connecting the fixed rod (14-1) and the handrail rod (14-2), and a universal wheel (15) is arranged below the bottom plate (1).

A telecommunications cable reel as claimed in claim 1, wherein: the cable drum is characterized in that installation shafts are arranged at two ends of the cable drum (3), the driving mechanism comprises a driving motor (11) and a hand wheel (13) which are arranged on the installation shafts respectively, and a supporting plate (12) used for supporting the driving motor (11) is arranged on the bottom plate (1).
